Dear colleagues,

As you know, in December the ERC is scheduled to brief the Security Council=
 on the implementation of Security Council Resolution 2615 (the =E2=80=98ex=
ception for humanitarian action=E2=80=99). As part of this briefing, the ER=
C is expected to brief the Council =E2=80=98on the delivery of humanitarian=
 assistance in Afghanistan including on any available information regarding=
 payments of funds to,=E2=80=AFor for=E2=80=AFthe benefit of,=E2=80=AFdesig=
nated individuals or entities,=E2=80=AFany diversion of funds by the same,=
=E2=80=AFrisk management and due diligence processes=E2=80=AFin place,=E2=
=80=AFand any obstacles to=E2=80=AFthe provision of=E2=80=AFsuch=E2=80=AFas=
sistance=E2=80=99. This includes, for example:

*   information relating to how the exception has enabled financial trans=
actions critical to the humanitarian response to take place;
  *   the =E2=80=98reasonable efforts=E2=80=99 that humanitarian organizati=
ons have taken to minimize any direct or indirect benefits to designated in=
dividuals or entities; and
  *   any continuing challenges that partners may face regarding the proces=
sing and payment of funds, other financial assets or economic resources, an=
d the provision of goods and services necessary to enable the humanitarian =
response. This includes the payment of taxes and public utility fees, as we=
ll as the provision of any goods (equipment or supplies to public hospitals=
), etc.

As part of the efforts to better inform this briefing, we would like to rec=
onduct the access to financial services and banking sector survey that part=
ners contributed to back in October/November last year as well as in June 2=
022, the findings of which are attached for your reference. Critically, we =
are looking to ascertain how the situation has or hasn=E2=80=99t improved f=
or partners since the adoption of SCR 2615, specifically trying to determin=
e the points in the transaction process where partners may be experiencing =
bottlenecks.

ian organizations are required (in terms of operational necessity) to make =
to line ministries/DFA departments

e)     The risk mitigation measures that organizations have taken to minimi=
ze the diversion of funds to designated individuals or entities

In order to streamline data collection efforts, we would appreciate if:

*   survey entries are limited to one per agency / organization
  *   agencies and organizations ensure that the staff member completing th=
e survey is familiar with all financial components of the operation, includ=
ing who the organization banks with across all steps of the banking chain (=
e.g. initiating, correspondent and recipient banks).

As mentioned above, this survey will help us better qualify and quantify th=
e challenges partners may be continuing to experience in making money trans=
fers and payments, as well as completing transactions with line ministries,=
 to inform tailored advocacy with relevant stakeholders accordingly. We enc=
ourage all partners to complete the survey as soon as possible, and ask tha=
t you do so no later than Thursday, 10 November. Also attached is the Guida=
nce Note on Information Gathering & Preparation for ERC Briefings to the Se=
curity Council as per SCR 2615 prepared and shared with you back in Februar=
y. We would ask that you reshare this guidance note internally with colleag=
ues.

ed to brief the Security Council on the implementation of Security Council =
Resolution 2615 (the =E2=80=98exception for humanitarian action=E2=80=99=
). As part of this briefing, the ERC is expected
 to brief the Council =E2=80=98on the delivery of humanitarian assistanc=
e in Afghanistan including on any available information regarding payments =
of funds to,=E2=80=AFor for=E2=80=AFthe benefit of,=E2=80=AFdesignated indi=
viduals or entities,=E2=80=AFany diversion of funds by the same,=E2=80=AFri=
sk management
 and due diligence processes=E2=80=AFin place,=E2=80=AFand any obstacles to=
=E2=80=AFthe provision of=E2=80=AFsuch=E2=80=AFassistance=E2=80=99. Thi=
s includes, for example:<o:p></o:p>

reconduct the access to financial services and banking sector survey that p=
artners contributed to back in October/November last year as well as in Jun=
e 2022, the findings of which are
 attached for your reference. Critically, we are looking to ascertain how t=
he situation has or hasn=E2=80=99t improved for partners since the adoption=
 of SCR 2615, specifically trying to determine the points in the transactio=
n process where partners may be experiencing
 bottlenecks.<o:p></o:p>

As mentioned above, this survey will help us better qualify and quantify=
 the challenges partners may be continuing to experience in making money tr=
ansfers and payments, as well as completing transactions with line ministri=
es, to inform tailored advocacy

ete the survey as soon as possible, and ask that you do so no later than
Thursday, 10 November. Also attached is the Guidance Note on Info=
rmation Gathering &amp; Preparation for ERC Briefings to the Security Counc=
