As you know, in December the ERC is scheduled to brief the Security =
Council on the implementation of Security Council Resolution 2615 (the =
=E2=80=98exception for humanitarian action=E2=80=99). As part of this =
briefing, the ERC is expected to brief the Council =E2=80=98on the =
delivery of humanitarian assistance in Afghanistan including on any =
available information regarding payments of funds to,=E2=80=AFor =
for=E2=80=AFthe benefit of,=E2=80=AFdesignated individuals or =
entities,=E2=80=AFany diversion of funds by the same,=E2=80=AFrisk =
management and due diligence processes=E2=80=AFin place,=E2=80=AFand any =
obstacles to=E2=80=AFthe provision =
of=E2=80=AFsuch=E2=80=AFassistance=E2=80=99. This includes, for example:

*	information relating to how the exception has enabled financial =
transactions critical to the humanitarian response to take place;
*	the =E2=80=98reasonable efforts=E2=80=99 that humanitarian =
organizations have taken to minimize any direct or indirect benefits to =
designated individuals or entities; and
*	any continuing challenges that partners may face regarding the =
processing and payment of funds, other financial assets or economic =
resources, and the provision of goods and services necessary to enable =
the humanitarian response. This includes the payment of taxes and public =
utility fees, as well as the provision of any goods (equipment or =
supplies to public hospitals), etc.

As part of the efforts to better inform this briefing, we would like to =
reconduct the access to financial services and banking sector survey =
that partners contributed to back in October/November last year as well =
as in June 2022, the findings of which are attached for your reference. =
Critically, we are looking to ascertain how the situation has or =
hasn=E2=80=99t improved for partners since the adoption of SCR 2615, =
specifically trying to determine the points in the transaction process =
where partners may be experiencing bottlenecks.

humanitarian organizations are required (in terms of operational =
necessity) to make to line ministries/DFA departments=20

e)     The risk mitigation measures that organizations have taken to =
minimize the diversion of funds to designated individuals or entities

In order to streamline data collection efforts, we would appreciate if:

*	survey entries are limited to one per agency / organization
*	agencies and organizations ensure that the staff member completing the =
survey is familiar with all financial components of the operation, =
including who the organization banks with across all steps of the =
banking chain (e.g. initiating, correspondent and recipient banks).

As mentioned above, this survey will help us better qualify and quantify =
the challenges partners may be continuing to experience in making money =
transfers and payments, as well as completing transactions with line =
ministries, to inform tailored advocacy with relevant stakeholders =
accordingly. We encourage all partners to complete the survey as soon as =
possible, and ask that you do so no later than Thursday, 10 November. =
Also attached is the Guidance Note on Information Gathering & =
Preparation for ERC Briefings to the Security Council as per SCR 2615 =
prepared and shared with you back in February. We would ask that you =
reshare this guidance note internally with colleagues.

scheduled to brief the Security Council on the implementation of =
Security Council Resolution 2615 (the =E2=80=98exception for =
humanitarian action=E2=80=99). As part of this briefing, the ERC is =
expected to brief the Council =E2=80=98on the delivery of =
humanitarian assistance in Afghanistan including on any available =
information regarding payments of funds to,=E2=80=AFor for=E2=80=AFthe =
benefit of,=E2=80=AFdesignated individuals or entities,=E2=80=AFany =
diversion of funds by the same,=E2=80=AFrisk management and due =
diligence processes=E2=80=AFin place,=E2=80=AFand any obstacles =
to=E2=80=AFthe provision =
of=E2=80=AFsuch=E2=80=AFassistance=E2=80=99. This includes, for =
example:<o:p></o:p><ul type=3Ddisc><li class=3DMsoNormal =
style=3D'mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;text-align:ju=
stify;mso-list:l1 level1 lfo1'>information relating to how the exception =
has enabled financial transactions critical to the humanitarian response =

may face regarding the processing and payment of funds, other financial =
assets or economic resources, and the provision of goods and services =
necessary to enable the humanitarian response. This includes the payment =
of taxes and public utility fees, as well as the provision of any goods =
(equipment or supplies to public hospitals), =

efforts to better inform this briefing, we would like to reconduct the =
access to financial services and banking sector survey that partners =
contributed to back in October/November last year as well as in June =
2022, the findings of which are attached for your reference. Critically, =
we are looking to ascertain how the situation has or hasn=E2=80=99t =
improved for partners since the adoption of SCR 2615, specifically =
trying to determine the points in the transaction process where partners =
may be experiencing =

above, this survey will help us better qualify and quantify the =
challenges partners may be continuing to experience in making money =
transfers and payments, as well as completing transactions with line =
ministries, to inform tailored advocacy with relevant stakeholders =
accordingly. We encourage all partners to complete the survey as soon as =
possible, and ask that you do so no later than Thursday, 10 =
November. Also attached is the Guidance Note on Information =
Gathering &amp; Preparation for ERC Briefings to the Security Council as =
per SCR 2615 prepared and shared with you back in February. We would =
ask that you reshare this guidance note internally with =
