<p>In Q3, security incidents across INSO&rsquo;s 14 country programmes were=
 the highest since Q2 2021, as conflict in Ukraine, intensifying OAG activi=
ty in the Sahel and violence in DRC drove volumes. This pattern was reflect=
ed in NGO incidents, which rose to the highest level since Q1 last year. Th=
is pattern was driven by continued interference in NGO activities by govern=
ments in Afghanistan, Ukraine and Cameroon, while OAG activity in Mali, Bur=
kina Faso and Somalia continued to shape access. NGO fatalities continued a=
t a rate of one per month in South Sudan, which also saw acute disruption o=
ver the last three months due to seasonal flooding, displacement and confli=
ct involving multiple armed groups.</p>
<p>Additional notable themes from the quarter include:</p>
<ul>
<li>Significant developments in Ukraine saw the Ukrainian armed forces re-c=
apture significant territory from Russia in the east and south, raising the=
 prospect of increased access ahead of the winter. However, due to ERW/UXO =
contamination, continued fighting and movement controls by both sides, NGOs=
 have struggled to increase services in frontline areas.</li>
</ul>
<ul>
<li>In Cameroon, OAGs and government forces in the Northwest-Southwest regi=
on continued to interfere with NGO programming, either through roadside det=
entions or, in the case of government forces, entering NGO-run medical faci=
lities to question staff.</li>
</ul>
<ul>
<li>This trend was also evident in Afghanistan, where the IEA government co=
ntinues to perpetrate the majority of NGO incidents, including access denia=
ls, demands to control recruitment or cash transfers, and gender-based rest=
rictions on both staff and beneficiaries.</li>
</ul>
<ul>
<li>Already complex actor maps are being yet more crowded in DRC, where the=
 East African Community is deploying a joint military force. Meanwhile, ope=
rational changes by MONUSCO resulted in widespread protests, some targeting=
 NGOs that struggled to maintain distinction from UN elements. </li>
</ul>
<p>INSO&rsquo;s next NGO Incidents Overview, our monthly assessment of NGO =
incidents and trends across our platforms, will be released by 15 November.=
 The team will also deliver another webinar focusing on pressing developmen=
ts for humanitarians in another INSO context before the end of 2022.</p>
