Dear Colleagues,&nbsp;
I am writing to first of all thank you from the bottom of my heart for t=
he nearly six years of working together since my joining INSO Afghanistan. =
I have no words to express how much I was impressed by your friendship, pro=
fessionalism, hospitality, and team spirit over the years. This has extende=
d well beyond an organisational relationship and into personal connections =
that will withstand my imminent departure.&nbsp;
I do not leave with a light heart. Afghanistan went through decades of t=
rauma and the humanitarian community is now left to shoulder an immense bur=
den. The IEA continues to struggle to govern, and mistrust and lack of capa=
city is, I dare say, increasingly, poisoning relationships between the aid =
community, the government, and communities themselves. Transition will take=
 years and the trajectory itself, not to mention the environment in-between=
, is highly uncertain. Government pressure on NGOs is on the rise and has v=
isible, sometimes dramatic, effects on NGO staff, now forced to operate in =
an environment of unpredictability rather than evaluating risk. While the I=
EA government is decentralised and uncoordinated, so appears the NGO and IO=
 community, with common messages more difficult than ever to formulate and =
express in unison.
I do, however, leave you into the capable hands of my successor, eager t=
o contribute to NGO coordination, to NGO safety and access, and to a health=
y NGO community able to stand firm on its feet in the face of multiple pres=
sures. Our regional director will formally introduce her within the coming =
days, and please extend her the same amount of support as you have to me.</=
p>
