ined three expatriate NGO staff members and two national NGO staff members =
inside Bamyan Airport, after seizing several souvenir items purchased from =
the passengers' luggage. NGO staff members presented the receipts for the i=
tems, which had been purchased at a bazaar in Herat, to IEA officials durin=
g the detention.<br /><br />After two hours, all NGO staff were released ag=
ain, with IEA forces maintaining custody over the seized items, claiming th=
at the items were historical artifacts which had been purchased illegally.<=

<p style=3D"text-align: justify;">Based on the behaviour of security person=
nel and the lack of specifics they provided during the interaction with NGO=
 staff, the exact motive behind the detention and seizure of the items rema=
ins unclear. It is conceivable that the seizure of the items was prompted b=
y genuine concerns over the illegal sale and smuggling of historical artifa=
cts and antiquities, as similar incidents have been recorded in Bamyan and =
other provinces in the recent past. In the latest incident in the province =
on 25 July, IEA forces arrested nine criminals posing as health workers dis=
tributing COVID-19 vaccines on a secondary road in the Panjab DAC area. The=
 individuals had reportedly used the pretense of vaccinating community memb=
ers to conduct an illegal search for antiquities at historical sites in the=
 district. Similar related incidents were recorded in Daykundi, Ghor, Takha=
r, and Ghazni between April and October 2022. Combined with a fundamental l=
ack of formalised police training and knowledge of legal stipulations of la=
rge sections of the current security apparatus, these previous interception=
s may have impacted IEA forces&rsquo; judgement and led to a misidentificat=
ion of common souvenirs as historically significant items.<br /><br />Alter=
natively, the seizure may have been motivated by financial motives, given t=
hat the NGO staff members produced all necessary documentation demonstratin=
g the legal purchase of the items as well as the items&rsquo; common appear=
ance. Although seizures of items from passengers&rsquo; luggage for persona=
l financial gain by individual IEA members have thus far not been reported =
in other incidents at airports or checkpoints, given the overall poor econo=
mic situation it remains a potential concern.<br /><br />The lack of clarit=
y regarding the exact motive behind the seizure in itself presents a notabl=
e risk to NGO staff, as this creates uncertainty for travellers passing thr=
ough Bamyan Airport. In the absence of clear regulations on what kinds of i=
tems may be seized and lead to a disruption of travel, NGO staff will need =
to anticipate similar interceptions taking place in the future, without cle=
ar guidance on how to avoid a reoccurrence. In addition to potentially impa=
cting further NGO staff members transiting through Bamyan Airport a recurre=
nce of such incidents will also likely negatively affect local traders invo=
lved in the sale of artisanal goods and popular souvenirs in the medium ter=
m, further shrinking the domestic economy.</p>

goods and souvenirs should always ask traders for a formal receipt, in Engl=
ish and Dari/Pashto, which outlines the types, volumes, and prices of the p=
urchased goods and enables authorities to trace back their origin.<br /><br=
 />If detained by authorities, staff should always be polite, respectful, a=
nd cooperative, and inform their management as soon as it is safe to do so.=
 NGOs are advised to share contact information for local IEA security offic=
ials as well as authorities responsible for NGO affairs for their respectiv=
e project areas, and areas they are transiting through, with staff members.=
 NGOs are advised to establish specific lines of communication to be used i=
n the event of related incidents occurring.<br /><br />When confronted with=
 any form of harassment or threats from security personnel, NGO staff membe=
rs should try to remain calm, avoid engaging the individuals in a dispute o=
r argument, and attempt to verbally de-escalate the situation as best as po=
ssible.<br /><br />NGOs are advised to share any incidents of harassment or=
 impairment of operations by IEA members with INSO, ACBAR and OCHA, in orde=
r to identify existing hotspots for related issues and assist in efforts to=
 address them with the authorities.</p>
