han, the District Governor for Nusai, prevented the female staff of an NGO =
from participating in the implementation of a project in the district. The =
restrictions on female NGO staff members working in the district are in pla=
ce as of the time of writing. This was not the result of a violation of the=
 IEA rules regarding the presence of a mahram for each female staff or due =
to not adhering to the wearing of the hijab, but rather due to the gender o=
f the NGO employees. Additionally, the IEA official has often insulted male=
 staff of the same NGO for having shaved their beards. However, Khan has no=
t hindered the activity of the male NGO workers in the area to date.<br /><=
br /></div>
<div style=3D"text-align: justify;">The NGO staff met with Nusai&rsquo;s di=
strict governor, chief of police, and local GDI representative to address t=
he challenge. The IEA officials told the NGO staff that women would be allo=
wed to work in the field only when their skills are absolutely necessary. R=
eportedly, Mawlawi Juma Khan warned the workers of the NGO that these rules=
 apply to Shaki and Maimai districts as well, implying that his influence g=
oes beyond Nusai District. &nbsp;</div>								</div>

 start to independently implement restrictions concerning female NGO staff =
in Nusai District. Some members of the security forces could feel emboldene=
d, by the district governor&rsquo;s stance and start to unpredictably impos=
e rules regarding female freedom of movement. This could happen for various=
 motives such as personal hostility or suspicion against NGOs, but also a d=
esire to demonstrate that they are proactive in policing. While INSO did no=
t record such incidents as of the time of writing, the risk of verbal or ph=
ysical violence against female staff should be considered.<br /><br /></div=
>
<div style=3D"text-align: justify;">The lack of formal agreements regarding=
 the female staff&rsquo;s freedom of movement creates space for the distric=
t leadership to reinterpret the ad hoc directives at will, potentially lead=
ing to unexpected access impediments. During a recent meeting, the district=
-level IEA officials of Nusai announced to the NGO involved in the 13 Septe=
mber incident that female staff can only be deployed when and where their e=
xpertise is required, without offering more details. Such a vague statement=
 leaves room for the IEA to continuously re-evaluate what activities are de=
emed suitable for women and there is, therefore, an increased likelihood of=
 similar incidents taking place in the future. NGOs should seek an agreemen=
t with the district-level IEA authorities that enables the female staff to =
continue their work and that protects them from harassment or physical viol=
ence.</div>								</div>

d of the latest announcements by IEA or religious leaders on rules and regu=
lations regarding social interactions and public behaviour, which may be co=
mmunicated orally, and inform their staff of potential risks. It is also re=
commended to inform INSO and bodies coordinating humanitarian assistance AC=
BAR, and OCHA of any incident or verbal/written communication received from=
 the IEA regarding NGOs&rsquo; operations.<br /><br /></div>
<div style=3D"text-align: justify;">If approached by authorities, staff sho=
uld always be polite, respectful, and cooperative, and inform their managem=
ent as soon as it is safe to do so. NGO staff should also be equipped with =
the contact details of both local and provincial IEA authorities who can be=
 called upon for assistance in case they encounter issues with local IEA me=
mbers.<br /><br /></div>
<div style=3D"text-align: justify;">NGO safety managers should advocate for=
 unhindered humanitarian access for their staff members, regardless of thei=
r gender, and seek the support of established humanitarian coordination bod=
ies, including OCHA and ACBAR, to promote principled NGO project implementa=
tion.<br /><br /></div>
<div style=3D"text-align: justify;">Verbal or physical violence towards NGO=
 staff should be challenged during meetings with relevant IEA authorities t=
hrough coordination bodies, such as ACBAR and OCHA, while also informing IN=
