<p style=3D"text-align: justify;">On 21 October, higher education facilitie=
s will hold a second round of university entrance (&ldquo;kankoor&rdquo;) e=
xaminations in Kabul City, albeit with a lower number of candidates. Partic=
ipating institutions include <a href=3D"https://goo.gl/maps/GFHfmqkqMSegnGe=
C7">Kabul University</a> in Kart-e Sakhi, PD 3; as well as <a href=3D"https=
://goo.gl/maps/jujKn3j7CqwSCVQc7">Kabul Education University (Rabbani Unive=
rsity)</a> in Afshar, PD 5.<br /><br />As of the time of writing, authoriti=
es have not officially announced any specific added security measures durin=
g the kankoor examinations.<br /><br />However, as during the previous roun=
d of examinations, security forces are expected to establish additional che=
ckpoints and close off sections of roads around the involved universities f=
or all civilian traffic during the course of the kankoor examinations. Pede=
strians will most likely still be allowed to pass along closed down roads, =
but may face heightened controls and scrutiny at the temporary IEA checkpoi=
nts.<br /><br />Based on the road closures implemented during the previous =
round of examinations on 13 October, security forces are expected to close =
off access along Ustad Rabbani Road between <a href=3D"https://goo.gl/maps/=
7XsGwoNFburGuTRr7">Kart-e Mamorin Square</a>&nbsp;and&nbsp;<a href=3D"https=
://goo.gl/maps/KAKzzvVZHSxxpnmp8">Ustad Rabbani University Square</a>; as w=
ell as Kabul University Road between the <a href=3D"https://goo.gl/maps/coZ=
5uy7c36jxz6L59">northwestern corner</a>&nbsp;of the Kabul University campus=
 and its&nbsp;<a href=3D"https://goo.gl/maps/cLwfv6CQno5MxVpi9">northeaster=
n corner</a>.<br /><br />If authorities implement the indicated road closur=
es, traffic congestion in PD 5 and PD 3 is expected to significantly increa=
se. Additional traffic volumes are also likely to be experienced in adjacen=
t PDs in this case.</p>

<p style=3D"text-align: justify;">Despite the reduced scale of this second =
round, similar threats of increased OAG attacks noted during the last round=
 of kankoor examinations remain in place (see AFGHANISTAN/CENTRAL/R/1210202=
2). While only the second round of examinations is expected to include only=
 approximately one quarter of the number of students that partook in the fi=
rst round on 13 October, the notable concentration of students in a confine=
d space nonetheless represents a potential high-value target to IS-KP affil=
iates in particular.<br /><br />Since the last round of kankoor examination=
s, OAGs have demonstrated their continued capabilities within Kabul City wi=
th two MIED attacks targeting an IEA police vehicle in PD 5 and an electric=
ity pylon in PD 17, as well as an RCIED attack at a checkpoint in PD 2. Alt=
hough no high-impact attack has been recorded over this time period, OAGs h=
ave in the past reduced their offensive operations in the run-up to larger =
attacks in order to conserve resources and avoid interception by security f=
orces.<br /><br />IEA forces have demonstrated a slightly elevated posture =
during this time period, arresting a total of two suspected IS-KP members i=
n PD 12 on 15 October and in PD 17 on 18 October. This more proactive postu=
re may be a direct response to the close grouping of the three low-impact a=
ttacks recorded a one-week period. Based on the continuous levels of OAG ac=
tivity despite similar search operations, the limited number of arrests, an=
d the presumed diffuse internal structure of IS-KP cells in Kabul City, the=
 impact of these operations on IS-KP affiliates' capabilities to conduct hi=
gh-profile attacks is likely to be limited.</p>

are advised to inform staff members living in the broader vicinity of the p=
articipating universities to be aware of the potentially curtailed freedom =
of movement for the duration of the examinations.<br /><br />NGOs should fu=
rther avoid attempting to move through potentially closed down roads in PD =
3 and PD 5 and use alternative roads at an adequate distance away from the =
roadblocks, in order to avoid any confrontations with IEA personnel and pot=
ential traffic congestion.<br /><br />NGOs should ensure staff members and =
NGO vehicles carry all necessary identification and registration documents =
with them at all times, including for short trips within Kabul City.</p>
