This message is intended for all partners engaged in BPHS and/or EPHS =
irrespective of the project or funding source for delivery of these =
services.

=20

Many of you are aware of the Pharmaceutical Supply Chain Management =
sub-group (PSCM SG) under the UN Health Cluster in Afghanistan, =
co-chaired by UNICEF with membership of key health cluster partners. The =
PSCM-SG, in close coordination with partners, would like to conduct =
pharmaceutical procurement capacity assessment of the NGOs (SPs) using =
the WHO Model Quality Assurance System (MQAS) for procurement agencies. =
The assessment activity is crucial and in addition to providing inputs =
for work plan of the PSCM-WG, it will facilitate/inform the =
decision-making processes related to procurement of pharmaceuticals =
under the Health Emergency Response (HER) project funded by the World =
Bank (ARTF and GFF). UNICEF Afghanistan as the co-chair of PSCM SG will =
provide coordination support throughout the assessment process. Based on =
the results of this assessment, subsequent follow-up assessments may or =
may not be needed. =20

=20

To collect your inputs, we have uploaded following folders/documents in =
your individual NGO folders in UNICEF Shared drive. Please let us know =
if you encounter any issue in accessing your folders in UNICEF shared =
drive.=20

=20

=3D=3D=3D> Folder name: WHO MQAS =E2=80=93 containing following =
documents & sub-folders:

*       MQAS Questionnaire: An excel file where you are requested to =
provide your inputs. Please only fill-in the =E2=80=9CShort =
Questionnaire=E2=80=9D sheet. You will have the opportunity to regularly =
edit/update your inputs, as we continue discussing specific =
inputs/statements/clarifications.=20

*       MQAS Guideline: A pdf. file containing detailed information on =
every model and sub-element in the questionnaire further supported by =
Annex 3 & 4. Please go through the guiding notes before giving inputs in =
the excel questionnaire.

*       Annex 3: Model quality assurance system for procurement =
agencies.

*       Annex 4: Assessment tool based on the model quality assurance =
system for procurement agencies: aide-memoire for inspection.

=3D>> Folder: MQAS_Reference documents: In this folder, you will upload =
all the organizational documents required by the questionnaire. Please =
follow proper file naming convention when uploading your documents.=20

=20

Please access your folder, go through the guidelines/annexes and start =
providing inputs as required. You may park your questions (if any) to be =
clarified. AFIAT/MSH, UNICEF Supply Division (SD) and country office =
team will provide regular support to answer questions and provide =
clarity in addition to the guidelines. Therefore, the first online =
informative session is scheduled on 15th September 2022 =E2=80=93 exact =
time & meeting link will be shared. The second online session will be =
held on 22nd September - exact time & meeting link will be shared.=20

The assessment exercise is expected to be finalized and closed by 30th =
September 2022. PSCM SG and all other involved partners would appreciate =

procurement capacity assessment of the NGOs (SPs) using the WHO =
Model Quality Assurance System (MQAS) for procurement agencies. The =
assessment activity is crucial and in addition to providing inputs for =
work plan of the PSCM-WG, it will facilitate/inform the decision-making =
processes related to procurement of pharmaceuticals under the Health =
Emergency Response (HER) project funded by the World Bank (ARTF and =
GFF). UNICEF Afghanistan as the co-chair of PSCM SG will provide =
coordination support throughout the assessment process. Based on the =
results of this assessment, subsequent follow-up assessments may or may =
