ces have also closed down Kabul University Road between the <a href=3D"http=
s://goo.gl/maps/coZ5uy7c36jxz6L59">northwestern corner</a> of the Kabul Uni=
versity campus and its <a href=3D"https://goo.gl/maps/cLwfv6CQno5MxVpi9">no=
rtheastern corner</a> for all civilian traffic.<br /><br />The previous adv=
isories remain in place.<br /><br /><strong>As of 12 October, 1745 hrs:</st=
rong> On 13 October, higher education facilities will hold university entra=
nce (&ldquo;kankoor&rdquo;) examinations in Kabul City. Participating insti=
tutions include <a href=3D"https://goo.gl/maps/GFHfmqkqMSegnGeC7">Kabul Uni=
versity</a>&nbsp;and <a href=3D"https://goo.gl/maps/75wcsJPVcjXi7UiY6">Kabu=
l Medical University</a> in Kart-e Sakhi, PD 3; as well as <a href=3D"https=
://goo.gl/maps/NEWWCRsDmqmBHtP3A">Kabul Polytechnic University</a> and <a h=
ref=3D"https://goo.gl/maps/jujKn3j7CqwSCVQc7">Kabul Education University (R=
abbani University)</a> in Afshar, PD 5.</div>
<div style=3D"text-align: justify;">
<p style=3D"text-align: justify;"><br />As of the time of writing, authorit=
ies have not officially announced any specific added security measures duri=
ng the kankoor examinations.<br /><br />However, during the course of the k=
ankoor examinations, security forces are expected to establish additional c=
heckpoints and close off sections of roads leading around the involved univ=
ersities for all civilian traffic. Pedestrians will most likely still be al=
lowed to pass along closed down roads, but may face heightened controls and=
 scrutiny at the temporary IEA checkpoints. A map of the expected approxima=
te location of road closures and additional checkpoints is attached to this=
 Report.<br /><br />If authorities implement the indicated road closures, t=
raffic congestion in PD 5 and PD 3 is expected to significantly increase. A=
dditional traffic volumes are also likely to be experienced in adjacent PDs=
 in this case.<br /><br />While authorities&rsquo; exact plans still remain=
 unclear, movement restrictions are assessed to be highly likely given the =
high-profile OAG attacks against education facilities recorded within Kabul=
 City since the IEA takeover. The most recent such attack, targeting the Ka=
aj Educational Centre in Dasht-e Barchi, PD 13, on 30 September, resulted i=
n at least 56 fatalities and wounded 115 other individuals. The attack prom=
pted significant public outrage in the form of both online social media cam=
paigns and demonstrations in Kabul, Bamyan City, and other locations, with =
protesters specifically accusing the IEA of having failed to provide adequa=
te security at education facilities. As such, implementing road closures an=
d temporary checkpoints may also serve to publicly demonstrate the authorit=
ies&rsquo; commitment to prevent further OAG attacks against universities a=
nd schools.<br /><br />On the other hand, OAGs may actively seek to instrum=
entalise this heightened level of public discontent by conducting further h=
igh-impact attacks during the kankoor examinations. As the locations and da=
tes of the examinations are public, OAGs such as IS-KP would have been able=
 to plan potential attacks ahead of time and position assets accordingly. M=
oreover, due to the large scale of the examinations and crowds of students =
and teachers present at each facility, an attack using a BBIED or other com=
mon OAG tactics is likely to cause high casualty rates, further increasing =
its overall impact and political utility to the OAG.<br /><br />At the same=
 time, the recent string of high-profile attacks against the Ministry of In=
terior in PD 15 on 05 October, the Kaaj Educational Centre in PD 13 on 30 S=
eptember, and the Wazir Akbar Khan Mosque in PD 10 on 23 September, also li=
kely used up significant resources of OAG affiliates operating in Kabul. In=
 addition, the heightened security measures expected to be implemented duri=
ng the kankoor examinations will also limit assailants' freedom of movement=
 and access to the facilities.<br /><br />In addition to the elevated risk =
of OAG attacks, major public events such as the kankoor examinations also g=
enerally lead to increased tensions at checkpoints, as security personnel w=
ill be more apprehensive of approaching vehicles and pedestrians. As a cons=
equence, interactions with civilians, including NGO staff, may more readily=
 turn hostile over common triggers such as a perceived or actual lack of ne=
cessary authorisation documents, or a delayed response to signals to driver=
s to stop at checkpoints. Resulting confrontations may lead to temporary de=
tentions or even shooting incidents, posing a risk to NGO staff.<br /><br /=
>NGOs should plan for extended travel times for movements through Kabul Cit=
y over the next 24 hours.<br /><br />NGOs are advised to inform staff membe=
rs living in the broader vicinity of the participating universities to be a=
ware of the potentially curtailed freedom of movement for the duration of t=
he examinations.<br /><br />NGOs should further avoid attempting to move th=
rough potentially closed down roads in PD 3 and PD 5 and use alternative ro=
ads at an adequate distance away from the roadblocks, in order to avoid any=
 confrontations with IEA personnel and potential traffic congestion.<br /><=
br />NGOs should ensure staff members and NGO vehicles carry all necessary =
identification and registration documents with them at all times, including=
 for short trips within Kabul City.</p>
