 separate arrests of six individuals, including three foreigners, took plac=
e in Jawzjan and Kabul provinces. In Jawzjan&rsquo;s Shibirghan City, on 07=
 August, at approximately 0730 hrs, GDI members arrested two internationals=
 and three Afghan nationals, the latter acting as facilitators. The three A=
fghan nationals were released shortly after, however, the two international=
s were held in Shibirghan for several days before being transferred to Kabu=
l City. The foreigners remain in detention, but there are no indications th=
at they have been physically assaulted or otherwise mistreated.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">On 15 September, at approximately 1300 =
hrs, one more foreigner was detained by unknown IEA authorities in Kabul Ci=
ty&rsquo;s Pul-e Surkh area as he was shopping in the area.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">All three internationals remain in dete=
ntion. Neither is currently employed by NGOs, but may have worked for NGOs =
in the past and had prior experience in Afghanistan. Reportedly, at least o=
ne of the expatriates was an external contractor for an NGO at or around th=
e time of the detention. The reasons for the detentions are unclear as of t=
he time of writing, and a series of rumours in this regard could not be con=
firmed independently.</div>								</div>

tions of internationals in several provinces of Afghanistan, including seve=
ral NGO staff, the incidents are a reminder that some IEA authorities may v=
iew internationals with suspicion and that, despite the fact that in genera=
l Afghan staff are more exposed, an earlier assumed unwillingness by IEA au=
thorities to detain foreigners may have been an unfounded assumption or may=
 be diminishing as the IEA government is consolidating.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">To INSO&rsquo;s knowledge, since the IE=
A takeover of the government in August 2021, country-wide, several dozen in=
ternationals, including two NGO staff members, were detained by the IEA aut=
horities for over 24 hrs, with approximately a dozen cases seeing detention=
 periods surpassing one month. Reasons for the detentions varied and often =
remained unconfirmed; informal accusations often included spying or prosely=
tism. INSO is not aware of any formal charges being raised against those in=
ternationals detained. While the majority of those detained were male, at l=
east two international women were also detained for over 24 hrs per INSO&rs=
quo;s knowledge. That said, many such incidents remain underreported due to=
 their sensitivity. The circumstances of the detentions also varied; in at =
least two cases internationals were arrested from their compounds, in at le=
ast one case internationals were taken from a hotel, and in multiple other =
incidents internationals were detained at checkpoints or while travelling o=
r moving on foot.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">In the abovementioned two incidents, th=
e detentions appear at least in part to have been related to a degree of co=
nfusion regarding the persons&rsquo; status in the country, against the bac=
kground of overall suspicion by some IEA members towards foreigners. There =
is no indication that these incidents in themselves translate into a broade=
r risk for NGO-employed staff in Afghanistan. However, the incidents are ca=
use for further reflection on safety and security risks for NGOs utilizing =
external consultants or contractors, especially with regard to their potent=
ially unclear status in the country.</div>								</div>

with IEA authorities, in accordance with their own policies as well as the =
applicable legislation, with regard to the employment of consultants or con=
tractors. This should include, to the extent possible, seeking assurances o=
f safety for externally contracted staff. While such processes can be infor=
mal, obtaining written letters or assurances may be required in some cases.=

<div style=3D"text-align: justify;">NGOs should also ensure that they activ=
ely seek local contacts within and outside the IEA authorities, who could b=
e asked to intervene in the event of a detention or arrest of staff members=
, or could clarify a potential misunderstanding with the local authorities.=
&nbsp;<br /><br />NGOs should also instruct national and international staf=
f to carry organizational IDs as well as national IDs or passports on their=
 person at all times when leaving their compound, noting that the risk and =
potential impact of losing a document is overall lower than the risk of bei=
ng unable to produce it at a checkpoint.&nbsp;<br /><br />Movement tracking=
 for staff going on field missions, including check-ins at regular interval=
s and determining the route travelled in advance, remains an important tool=
 for ensuring that engagement with authorities is timely.<br /><br />Finall=
y, NGOs are encouraged to report in full confidentiality such incidents to =
INSO, as well as to coordination bodies such as OCHA and ACBAR, to assist i=
n deconfliction or to advocate on the NGOs' behalf.&nbsp;</div>								</di=
