mber of their forces at three entrance checkpoints along main highways ente=
ring Kabul City. Intensified controls of passengers and vehicles have also =
been reported at the three checkpoints since the arrival of the reinforceme=
nts.<br /><br />The affected checkpoints are located in the <a href=3D"http=
s://goo.gl/maps/PB4DCmocxyZ86mo29">Bazaar Gumrok</a> area along the Kabul-S=
urobi (Via Bagrami) Highway; at the <a href=3D"https://goo.gl/maps/TxHkrAES=
AxTGNb3N9">Pul-e Charkhi</a> checkpoint along the Kabul-Jalalabad Highway; =
and in the <a href=3D"https://goo.gl/maps/C52Qp7BCyFfaLbjH6">Sang-e Nawisht=
a</a> area along the Kabul-Logar Highway.<br /><br />The reinforcement of t=
he three city gate checkpoints roughly coincided with a threat warning circ=
ulated by a single, unconfirmed source claiming that IS-KP affiliates had a=
ssembled a VBIED in an unknown location and were allegedly in the process o=
f infiltrating the vehicle into Kabul City at an unclear date. INSO could n=
ot verify the claims independently, as of the time of writing.</p>

<p style=3D"text-align: justify;">While it remains unclear whether the tigh=
tened controls at the three checkpoints are directly related to the alleged=
 OAG attempts to infiltrate a VBIED into the capital, IEA forces heightenin=
g their posture in all three locations on the same day suggests a coordinat=
ed effort. The exact motive behind the reinforcement nonetheless still rema=
ins unclear, which may also have had other, unrelated reasons.<br /><br />H=
owever, the fact that all affected highways lead to provinces with an activ=
e IS-KP presence, in particular Nangarhar, Kunar, and Logar, could indicate=
 a connection to a perceived threat of an attempted IS-KP infiltration into=
 Kabul, possibly including a VBIED. Although VBIED attacks in Kabul ceased =
completely after the IEA takeover on 15 August 2021, suspected IS-KP member=
s detonated two VBIEDs within Kabul City over the course of three weeks bet=
ween 31 August and 23 September, demonstrating an increased capability to c=
onstruct and deploy such devices. This notable grouping of incidents in the=
 capital may have prompted authorities to implement more rigid controls at =
checkpoints in efforts to intercept any further devices.<br /><br />Irrespe=
ctive of the motive, based on precedence from other periods of intensified =
controls in Kabul, IEA personnel may behave more aggressively towards NGO s=
taff members at checkpoints. While no incident of harassment of NGO staff h=
as been reported since 24 September, the possibility of a confrontation eru=
pting over missing documents, personal disputes, or general misunderstandin=
gs remains a concern. The low levels of formal training on policing and NGO=
 regulations most rank-and-file security personnel have received further ex=
acerbates this issue.<br /><br />Despite this reported reinforcement, in pr=
actice the level of attendance and number of checkpoint personnel is still =
expected to fluctuate significantly over time. Coordination between differe=
nt military and police units remains poor and orders issued by senior perso=
nnel are oftentimes only implemented consistently on the ground for a short=
 time period. As such, controls at the indicated checkpoints are expected t=
o only be temporarily intensified and will most likely soon return to their=
 previous superficial levels.</p>

en entering Kabul City via the three indicated highways and anticipate more=
 in-depth controls of passengers and vehicles.<br /><br />NGOs should ensur=
e that all staff members carry all necessary personal identification docume=
nts with them at all times and that relevant registration forms and authori=
sation letters are available in all NGO vehicles, including for short trips=
 within city limits. During controls at checkpoints, documents should only =
be presented if IEA personnel specifically requests them.</p>
