he highest point of Band Sabzak mountain pass on the Herat City-Qala-e Naw =
Main Road, three men armed with two assault rifles and riding motorcycles r=
obbed two sedan-type cars travelling together.<br /><br /></div>
<div style=3D"text-align: justify;">The perpetrators stopped the cars and r=
obbed the victims of a large amount of cash cash. The victims were three me=
n who worked as money exchangers in Herat City. They were reportedly carryi=
ng approximately 4,500,000 AFN in cash for an NGO which had tasked them wit=
h transporting the money from Herat City to Qala-e Naw City to finance proj=
ects in a district of Badghis Province.<br /><br /></div>
<div style=3D"text-align: justify;">The three victims then drove to Qala-e =
Naw City and went to the COP to report the incident. IEA forces from the CO=
P arrested and detained the three victims.</div>								</div>

								<div style=3D"text-align: justify;">Although Band Sabzak is a mount=
ain pass, it is not remote or devoid of law-enforcement units. The IEA forc=
es maintain a checkpoint in Masjed-e Chubi in Herat Province, shortly befor=
e starting the climb towards Band Sabzak, and another one before reaching L=
aman area, after having passed the highest point of Band-Sabzak. In additio=
n, IEA forces frequently use the Herat City-Qala-e Naw City Main Road, as w=
ell as civilians using private cars, minibusses, and trucks. The area is th=
erefore not an ideal location for robbers as would be a remote area neglect=
ed by government forces. This suggests that the perpetrators were confident=
 in the success of their robbery plan.<br /><br /></div>
<div style=3D"text-align: justify;">The robbers had likely received informa=
tion about the money transfer prior to conducting the robbery. According to=
 reports, they conducted the robbery rapidly and without using violence aga=
inst the victims. In addition, it appears that the robbers did not take the=
 private cash of the money exchangers. The perpetrators left the area after=
 the robbery, and did attempt to rob other vehicles passing in Band Sabzak.=
 Allegedly, the IEA police forces in Qala-e Naw City arrested the three mon=
ey exchangers upon a GDI order, the latter suspecting the victims to be acc=
omplices of the robbers. It is likely that someone who knew of the money tr=
ansfer, either within the NGO or among money changers, handed over the info=
rmation to the robbers. This could have happened voluntarily or unvoluntari=
ly.<br /><br /></div>
<div style=3D"text-align: justify;">While INSO could not independently veri=
fy this hypothesis, this scenario is assessed as likely and would indicate =
a decrease in trust between NGOs and money exchangers. In addition the inci=
dent likely had a significant impact on the NGO project, depriving it of it=
s financial resources and directly affecting the beneficiaries.<br /><br />=
</div>
<div style=3D"text-align: justify;">The risk level for NGOs using this road=
 is assessed as slightly increased. The likely hypothesis that the robbers =
only targeted specific vehicles whom they knew were carrying cash suggests =
that other NGOs passing Sabzak pass are not at risk. In addition, INSO has =
not received reports of other criminal acts in the area since this incident=

treme caution when transferring significant amounts of cash. NGOs should en=
sure strict confidentiality of the transfer, with as few people as possible=
 being aware of its time and route.<br /><br /></div>
<div style=3D"text-align: justify;">NGO staff are advised to maintain a low=
 profile and avoid visible displays of money or valuables that could attrac=
t attention from criminals. If confronted by armed robbers, NGO staff membe=
rs are advised to remain calm and comply with robbers&rsquo; instructions a=
s long as those instructions do not directly threaten their personal safety=
. NGO staff should always act as if robbers are armed, even if no weapons a=
re visible. NGOs are encouraged to report robberies to local police authori=
ties and to INSO.<br /><br /></div>

e Naw City Main Road are advised to consult with INSO and local sources to =
received updated reports on the road&rsquo;s security situation.</div>					=
