d the outer perimeter walls of a private clinic, which is sponsored and sup=
ported by an NGO.<br /><br />While the unidentified assailants were searchi=
ng the compound, nearby neighbours noticed the sounds from the closed clini=
c and raised an alarm by shouting and informing the authorities. In respons=
e, the assailants stopped their search and fled the scene.</p>

<p style=3D"text-align: justify;">Based on the simple modus operandi the as=
sailants used during the 20 September incident, it is assessed as unlikely =
that they were part of a larger OCG. As such, the assailants likely only ex=
ploited a visible weakness in the physical mitigation measures in place at =
the perimeter wall and intended to steal easily transportable valuables fro=
m the clinic, rather than preparing a subtler, more elaborate plan.<br /><b=
r />The assessment of the assailants being opportunistic criminals is furth=
er strengthened by the low levels of intent they demonstrated in their appr=
oach. Firstly, the criminals targeted the compound around midnight, when cl=
inic staff were highly unlikely to still be present, thereby reducing the c=
hances of being detected or even confronted while searching the compound. S=
econdly, as the assailants fled the scene immediately after neighbours rais=
ed an alarm, this further suggests a low risk tolerance on their part. In c=
ontrast, OCG members are generally more willing to risk confrontations with=
 responding security forces and oftentimes carry firearms or other weapons.=
<br /><br />Nonetheless, the assailants most likely had prior knowledge of =
the location of the clinic as well as its NGO affiliation. Given the compar=
ably remote location of the settlement and the small size of the surroundin=
g community, it appears unlikely that the individuals would have chosen the=
 compound at random. Instead, as an NGO-supported facility, the criminals l=
ikely viewed the clinic as a potentially valuable target due to the presume=
d presence of medical supplies, petty cash, or electronic equipment.<br /><=
br />Given that the assailants were able to scale the walls, physical mitig=
ation measures in place at the perimeter of the compound were likely inadeq=
uate. Based on the demonstrated low levels of intent and capability of the =
involved criminals, more robust outer defenses featuring elements to effect=
ively prevent scaling, such as barbed wire, may have deterred the assailant=
s or stopped their approach. However, the implementation of clearly visible=
 mitigation measures, including barbed wire and CCTV cameras, should also a=
lways be balanced against the need to maintain a low public profile and a p=
ositive perception from the surrounding community.<br /><br />The fact that=
 the neighbours&rsquo; response eventually foiled the burglary further high=
lights the importance of a positive public perception and community relatio=
nship in project areas for NGO safety and risk mitigation. NGOs can best ac=
hieve a positive general perception through effective programme implementat=
ion that benefits local communities and thereby increases acceptance for th=
e organisation&rsquo;s presence. This acceptance by a majority of area resi=
dents, in turn, can translate into efforts from community members to active=
ly contribute to the safety of NGO staff and assets, as demonstrated in the=
 20 September incident. <br /><br />At the same time it is unlikely that al=
l members of any given community will share the same level of acceptance or=
 support, making it necessary to also simultaneously employ other, compleme=
ntary risk mitigation elements to ensure NGO safety, including physical mea=
sures that increase deterrence towards criminal elements and OAGs.</p>

itigation measures in place at all of their facilities on a regular basis t=
o identify potential structural vulnerabilities, particularly along the out=
er perimeter.<br /><br />While ensuring effective physical mitigation that =
deter and prevent unauthorised access are in place, NGOs should also seek t=
o keep a low public profile for their premises as far as possible and consi=
der the character of surrounding properties to ensure their compound does n=
ot significantly stand out within the neighbourhood.<br /><br />NGOs should=
 seek to establish and maintain positive relations with local communities i=
n all project areas as well as other areas where they have a presence throu=
gh effective programme implementation and regular bilateral meetings with k=
ey community representatives.</p>
