Please see the summary of today=E2=80=99s meeting of CO-Chairs with NGOs =
represented in H-STWG.

=20

-   The co-chairs updated the NGOs on the development of the =
Health-Strategic Thematic Working Group (H-STWG) and mentioned that =
there were classically two main coordination mechanisms existing in the =
health sector; one was called a health development partner forum and the =
other is a health cluster meetings. The first coordination mechanism =
(HDPF) did not have NGO representation.

-  Given the current context and new realities, the UN Assistance =
Mission for Afghanistan (UNAMA) has been delegated the authority to take =
over more functions to monitor and coordinate incoming financial flows =
in support of ongoing non-humanitarian aid efforts.

-  The new aid architecture has been put in place to improve the =
quality, effectiveness, and coherence of aid and policy dialogue in =
Afghanistan.

-  To operationalize the new aid architecture number of strategic =
working groups have been established including one for health (H-STWG).

- The H-STWG includes donors providing support to the health sector, =
multilateral organizations, UN agencies, funds and programs, financing =
platforms, and a representative of the NGOs.

- The ToR for H-STWG is developed and approved.

-The voice of NGOs  should be heard in the H-STWG as they are on the =
frontline.

- Two national and two international NGOs are expected to collect the =
issues from the sub-groups (other national and international NGOs) so =
that they can be the voice of not only themselves but all NGOs and =
represent the NGOs community in H-STWG.

- There is a coordination mechanism for NGOs called Alliance for Health =
NGOs (AHO) where the relevant issues could be discussed, and their voice =
and issues could be conveyed to H-STWG via the selected NGOs.

- The co-chaired stated that it is expected that the selected NGOs =
actively participate in the meetings (ad-hoc and regular meetings =
conducted on the first Monday of each month from 3:00-4:30 pm Kabul =
time)

- Ensure inputs are provided verbally during the meeting and in writing =
specially on Health Sector Transitional Strategy which is under =
development process.

- Recently WHO, UNICEF, and partners had a joint mission to advise and =
support the H-STWG in the development of the Health Sector Transitional =
Strategy (HSTS) 2023-2025.  Extensive consultation took place with all =
stakeholders including line ministry and NGOs, there is still room for =
providing the inputs by all stakeholders including NGOs.

-  ICRC and other partners may have more engagement with the line =
ministry and can bring additional information to the forum which will =
enable us to further fine-tune the understanding of the enabling =
environment and develop a realistic and pragmatic strategy to achieve =
the desired outcome in the coming three years.

Action point: The ToR of H-STWG will be shared with selected NGOs and =
they should be invited to the next H-STWG meeting to be held on Thursday =
(29th of September, 2022)
