<p>On 20 September, officials from the Ministry for the Promotion of Virtue=
 and Prevention of Vice (PVPV) whipped two men and two women in front of th=
e DAC Headquarters for allegedly engaging in sexual relationships deemed in=
appropriate by the authorities.<br /><br />All four individuals were releas=
ed again after the conclusion of the punishment.</p>

<p>The 20 September incident in Kapisa Province marked the first confirmed =
incident of corporal punishment over violations of social behaviour rules i=
n Central Region since the IEA takeover on 15 August 2021, suggesting that =
PVPV officials may seek to further intensify the policing of relevant acts.=
 However, given the personal, sensitive nature of most related incidents an=
d anecdotal reports of individual IEA members&rsquo; enforcing social behav=
iour rules ad hoc and independently, it is likely that similar corporal pun=
ishments have already been implemented in the past without being reported.<=
br /><br />During previous similar incidents, rank-and-file IEA members hav=
e on occasion physically punished suspects for violating PVPV regulations o=
r for conducting various crimes. However, the 20 September incident maybe p=
art of a more centralised effort on the part of the authorities to consiste=
ntly enforce IEA-issued directives. Notably, the incident followed an annou=
ncement from Acting PVPV Minister Mohammad Khaled Hanafi during a visit to =
Takhar and Badakhshan provinces on 02 August, in which he stressed the need=
 for stricter implementation of social behaviour rules, including corporal =
punishment for those found guilty of having violated such directives.<br />=
<br />Although more strict interpretations of existing directives would lea=
d to an overall increase in the number of PVPV-related arrests and physical=
 punishments, future incidents are unlikely to be geographically confined t=
o Hesa-e Awal-e Kohestan District. Districts with historically more robust =
IEA support bases, such as Nejrab and Tagab, may see a higher concentration=
 of such incidents due to more established links between communities and th=
e IEA.<br /><br />An exacerbation of the implementation of social behaviour=
 rules may also translate into an increased risk of NGO staff and operation=
s being sanctioned in the province, if it materialises. Requirements posed =
by day-to-day NGO project implementation and the underlying humanitarian pr=
inciples may conflict with some of the social behaviour rules set out by th=
e ministry, in particular regarding restrictions on gender separation and f=
reedom of movement. A centralised, concerted push for a more rigid enforcem=
ent of PVPV-related directives, including the implementation of corporal pu=
nishment for violations, could further limit operational spaces that previo=
usly allowed for negotiated solutions on the district or local level. As su=
ch, in addition to potentially exposing NGO personnel, in particular nation=
al staff members, to physical punishments over perceived violations, an exa=
cerbated implementation of social behaviour rules would likely also impair =
NGO operations as a whole.<br /><br />At the same time, in previous example=
s of nationwide directives senior IEA officials have issued, implementation=
 has still remained largely inconsistent and dependent on local actors in p=
ractice. Despite a top-down push, individual officials and commanders are e=
xpected to interpret the often vaguely worded PVPV directives on the ground=
 based on their personal understanding of them, further complicating attemp=
ts to adhere to the stipulations. In the context of potentially exacerbated=
 punishments for PVPV violations, this confusion and lack of clear expectat=
ions can pose a significant concern for NGO staff and the general populatio=
n in the future.</p>

hile NGOs should refrain from restricting the behaviour of their staff memb=
ers, safety focal points are advised to inform NGO employees regarding the =
implications of violating IEA-promoted social conduct rules, and how the au=
thorities&rsquo; response might impact the organisation&rsquo;s operations =
and staff.<br /><br />NGOs are advised to maintain communications with the =
authorities meant to enforce such behavioural regulations to enable immedia=
te deconfliction, if needed.</p>
