incidents, IEA forces found IEDs in pressure cookers inside the maternity w=
ard of the provincial hospital of Mazar-e Sharif City, as well as the Almar=
 clinic in Almar City, Faryab Province. The IED in Almar clinic was hidden =
under a desk, while the IED in Mazar-e Sharif provincial hospital was place=
d in an open area inside the maternity ward. IEA members defused the IEDs a=
nd made no arrests at the time of writing.</p>								</div>

<p>The failed IED attacks demonstrate an ongoing interest in attacking heal=
th facilities, which are attractive targets for two reasons: they are relat=
ively accessible and security procedures may be lax, and attacks can genera=
te a great deal of publicity. Such attacks from OAGs on soft targets to gai=
n visibility are not new and there have been two other attempted attacks on=
 hospitals in 2022 to date. On 22 April, an alleged IS-KP affiliate was arr=
ested inside the maternity ward of the provincial hospital of Kunduz City b=
efore he could detonate the IED he set up in a pressure cooker. Additionall=
y, on 10 September in a hospital in Dasht-e Barchi (Kabul City), two indivi=
duals carrying an IED inside a television attempted to enter the premises b=
ut were denied doing so by the guards. IEA members later arrested the two p=
erpetrators and defused the IED.<br /><br />Although further information ab=
out the perpetrators and the IEDs&rsquo; manufacture was not available at t=
he time of writing, IS-KP-affiliated individuals were the likely authors of=
 the two incidents in Almar and Mazar-e Sharif. The group possesses the cap=
acity to mount IED attacks in the Northern Region as demonstrated on 25 May=
 2022, with two MIED attacks claimed by IS-KP on vehicles in Mazar-e Sharif=
 resulting in nine fatalities and 24 others injured. Additionally, on 21 Ap=
ril, IS-KP affiliates detonated a BBIED in a mosque in Mazar-e Sharif&rsquo=
;s PD 2, causing 17 fatalities and injuring 25 more. Besides its capacity, =
IS-KP has also stated its intent to attack public infrastructure to further=
 delegitimize the current administration and undermine IEA&rsquo;s capacity=
 to provide security, while it has repeatedly targeted civilians in multipl=
e attacks in 2022</p>
<p>However, the failure of the two attacks in Almar and Mazar-e Sharif demo=
nstrates a lack of preparation from the perpetrators. This suggests the inv=
olvement of inexperienced amateurs who may have been paid by IS-KP to plant=
 the devices or lone attackers inspired by the movement. If IS-KP continues=
 to rely on such tactics, the likelihood of further failed attempts is high=
. Successful attacks on hospitals in the coming months are nonetheless poss=
ible if the group chooses to deploy its resources to this end.</p>
<p>IS-KP has not targeted NGO-run clinics or health facilities to date, and=
 their recent activity suggests that NGOs are a lower-priority target than =
the IEA. However, two factors point to an elevated risk of direct attacks a=
gainst NGOs. Firstly, the group stated its intent to target NGOs in July. S=
econdly, their focus on attacking targets perceived as &lsquo;foreign&rsquo=
; has lately become more prominent both in action, following the recent Rus=
sian Embassy bombing, and in propaganda pieces published by IS-KP&rsquo;s m=
edia outlets.</p>

<p>NGOs are advised to ensure security procedures at entry points to office=
s and compounds are followed, including double gate airlock systems and tho=
rough checks on any large items such as pressure cookers that are carried i=
nto the property. NGOs should also ensure that all guards have received tho=
rough training on entry and exit procedures, and that guards have the conta=
ct details for IEA authorities who can respond in the event of an incident.=
 NGOs are also advised to review their procedures for dealing with any susp=
icious devices found at compounds or facilities, including refresher traini=
ng for all staff on how to respond if they discover a device inside a compo=
und.</p>
