d in frequency in the Western Region since early September. On 03 September=
, a rumour spread in Qala-e Naw, asserting that a suicide bomber had entere=
d Badghis Province intending to target Mullah Abdul Ghani Baradar, the Acti=
ng First Deputy Minister of Afghanistan for Economic Affairs. The latter wa=
s present in Herat City during the 02 September BBIED attack before going t=
o Badghis Province for a visit. On 11 September, a rumour alleging that two=
 suicide bombers were present in Shahrak-e Sabz area of Injil District circ=
ulated among IDPs in the area, causing distress to several NGO members.<br =
/><br /></div>
<div style=3D"text-align: justify;">On 04 September, public panic led to a =
stampede in Herat City. Approximately 400 people, mostly women, gathered in=
 Kharqa Mosque in Mojtamah Farhangi Khaheran area of PD 2 to attend a mourn=
ing ceremony dedicated to the victims of the 02 September BBIED attack in G=
azergah area. A member of the public shouted that a BBIED had entered the a=
rea. At once, all women present in Mojtamah rushed to leave the area. As a =
result, a minimum of four women were trampled to death and three persons, i=
ncluding two children, were wounded.</div>								</div>

of the 02 September BBIED attack in Gazergah and are causing heightened ris=
k for NGO staff at public gatherings. The level of anxiety among citizens h=
as increased as a result of the increased threat to public sites, which was=
 reinforced by recent IED discoveries in public areas of Herat City. On 06 =
September, IEA forces found and defused an IED concealed inside Ferdowsi Ma=
rket in PD 2. The next day, another IED was discovered along a road in Shay=
dayee. On 09 September, IEA forces encountered four armed men attempting to=
 conceal an IED in the Pul-e Rangina Mosque in PD 6. This series of inciden=
ts confirms that one or several OAGs are active in Herat, with the intentio=
n to cause civilian casualties. This context made Herat City prone to rumou=
rs of imminent IED and BBIED detonations.<br /><br /></div>
<div style=3D"text-align: justify;">The incident on 04 September causing se=
veral women to be trampled to death serves as a reminder that rumours may h=
ave deadly consequences. At a time of heightened anxiety amongst the public=
, it demonstrated that uncontrolled crowd movements present an additional r=
isk at public gatherings. IEA forces are highly unlikely to be able to effe=
ctively control panicking crowds, lacking training and experience. Reported=
ly, IEA forces fired warning shots during the stampede on 04 September. The=
y intended to contain the crowd, but ended up caused further panic. The pre=
sence of IEA forces at public events does not therefore guarantee security.=

mminent security threats to INSO, taking into consideration the credibility=
 and reliability of the information. NGO safety managers are advised to inf=
orm their staff that a lot of rumours circulate in the city and that most r=
umours are unconfirmed. NGOs should also assess their own systems for staff=
 to report threats and ensure that appropriate processes to manage such rep=
orts are in place.<br /><br /></div>
<div style=3D"text-align: justify;">Moreover, NGOs are advised to discuss r=
esponsible social media use with staff, highlighting the importance of asse=
ssing critical information before circulating them further.<br /><br /></di=

<div style=3D"text-align: justify;">NGO members are also advised to avoid c=
rowded public areas as much as possible, especially during major events. Wh=
en attendance is indispensable, humanitarian workers should avoid being at =
the front of a crowd; avoid being caught between people and barriers/walls/=
doors that could lead to getting crushed; and not carry valuables because o=
f the risk of theft.</div>								</div>
