versity Meeting Hall in PD 1 of Maymana City. This is to celebrate the end =
of the IMF deployment in Afghanistan. IEA officials, elders and civilians a=
re expected to participate.<br /><br /></div>

, the provincial authorities of Balkh are holding a similar ceremony in Kha=
lid Ibn Walid Conference Hall (Talaar) in PD 6 of Mazar-e Sharif City. Whil=
e the majority of the participants will be from the IEA ranks, civilians wi=
ll be allowed to attend.</div>								</div>

NATO departure from Afghanistan are likely to take a similar form as the re=
cent commemoration of the one-year anniversary of the IEA takeover on 15 Au=
gust. As such, a mixture of high-level and closed-off events led by senior =
IEA officials and spontaneous gatherings and smaller parades of IEA members=
 along main roads should be anticipated. Combined with likely unannounced r=
oute closures, the Faryab University Meeting Hall area in Maymana City and =
Khalid Ibn Walid Conference Hall &nbsp;area in Mazar-e Sharif City in parti=
cular are expected to see heightened traffic congestion.</div>
<div style=3D"text-align: justify;"><br />Starting from 0800 hrs of 31 Augu=
st IEA forces may increase their physical footprint in key locations in May=
mana and Mazar-e Sharif cities through additional checkpoints and patrols, =
in order to improve their monitoring capabilities and hinder potential OAG =
movements. Furthermore, while unlikely given the location, the authorities =
have demonstrated the willingness to shutdown of telecommunications, withou=
t prior notice, which would greatly hinder the ability of NGOs to communica=
te with staff members.</div>
<div style=3D"text-align: justify;"><br />Furthermore, controls at checkpoi=
nts may intensify in the vicinity of the Faryab University Meeting Hall, in=
cluding screening areas along the main roads in PD 1 of Maymana City, and s=
imilarly in the vicinity of the Khalid Ibn Walid Conference Hall in Mazar-e=
 Sharif City. IEA members may stop trucks and large buses from crossing on =
roads adjacent to the venues where the gathering is taking place.</div>				=

ditional travel duration for movements within PD 1 of Maymana City and in P=
D 6 of Mazar-e Sharif City, and to seek information about possible road clo=
sures prior to departure.<br /><br /></div>
<div style=3D"text-align: justify;">NGO staff members are further advised t=
o avoid public large gatherings and high-profile locations on 31 August, as=
 far as possible.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs should ensure that all staff membe=
rs carry all necessary personal identification documents with them at all t=
imes and that relevant registration forms and authorisation letters are ava=
ilable in all NGO vehicles, including for short trips within the two cities=
&rsquo; limits. During controls at checkpoints, documents should only be pr=
esented if IEA personnel specifically requests them.<br /><br /></div>
<div style=3D"text-align: justify;">In the event of celebratory gunfire occ=
urring close to their locations, NGO staff members are advised to immediate=
ly move or stay indoors and keep away from windows. NGO staff are also stro=
ngly encouraged to avoid participating in celebratory gunfire.<br /><br /><=

<div style=3D"text-align: justify;">NGOs are advised to review their intern=
al communications with regards to available emergency redundancies and stan=
dard operating procedures in case of widespread telecommunications outages.=
