Dear Abdulllah Asady,

Thank you for your email.

Actually, you are approaching us for the NCE request at the very final
moment of the project. You sent this email to HFU on 23 August 2022 and the
project ended on 24 August 2022 (only a day before the project end date). I
would like to reiterate that according to the AHF operational manual, any
revision requests, including NCE should be submitted at least 4 weeks prior
to the project end date. Sending an email just a day prior to the project
ending date is not supporting your NCE request appropriately. Please also be
informed that any associated expenditure beyond the life of the project is
unallowable unless there is a Grant Agreement Amendment.

We are available to discuss if you need any clarification on this (also
available on the phone).

Greetings from JACK

As you know, JACK is implementing 30 beds COVID-19 hospital Project funded
by AHF-UNOCHA (#21041) in Kunduz province. Within this project's scope,
COVID-19 severe to critical cases are diagnosed and managed, and awareness,
health education, screening, contact tracing, PCR sample collection and
referring, and psychosocial counseling are also provided to clients from
Kunduz and neighboring provinces. All services are performed as per the
project design and in compliance with donor requirements.

As the current data from the Hospital show, the COVID-19 cases are resurging
in Afghanistan, with Kunduz being among the top five provinces in terms of
confirmed cases. The data from Kunduz indicate that following the
Eid-ul-Adha the PCR tests positivity rate increased by 31%, and the current
BOR reached 220%.  This might be the sign of a new wave, i.e. the fifth. The
COVID-19 hospital run by JACK with support from AHF/UNOCHA is the only
dedicated hospital for COVID-19 management in the Northeast region. Since
the current contract of the hospital ends on 24th August 2022, therefore, I
would like to draw your kind attention to the matter for any possible option
we might have to maintain the services of this hospital beyond August to
make sure the services are provided without any interruption.

Considering the outstanding amount we had in the project budget, we suggest
having a one-month no-cost extension, while we look for other possible
funding to prevent the interruption of the project services.

We have shared the suggestion with Health Cluster and they provided their
approval as below.

Following our phone conversation, I approached our finance team regarding
budget utilization and possible arrangement for a no-cost extension. As per
their calculations, we have a total amount of 55,000 USD as an outstanding
balance until 24th August 2022. We would be able to adjust and maintain the
hospital performance until 24th September 2022 using this amount. Meanwhile,
we will try our best to find a way to keep up the services beyond 24th
September.
