1430 hrs, the local IEA officials are planning a gathering in <a href=3D"ht=
tps://goo.gl/maps/8CWtxefhPsHoaa548">Masjid Jami Markazi</a>&nbsp;in PD 2 o=
f Taloqan City. The IEA authorities are gathering to celebrate one year sin=
ce the NATO forces left Afghanistan. Reportedly, the event is also open to =
civilians.<br /><br /></div>
<div style=3D"text-align: justify;">On 31 August, the IEA authorities are a=
lso planning a gathering in <a href=3D"https://goo.gl/maps/8S8HDoJaVuTmyL7k=
6">Kunduz Hotel</a>, in PD 4 of Kunduz City. Similarly, to the event in Tal=
oqan City, the residents will be allowed to attend.</div>								</div>

NATO departure from Afghanistan are likely to take a similar form as the re=
cent commemoration of the one-year anniversary of the IEA takeover on 15 Au=
gust. As such, a mixture of high-level and closed-off events led by senior =
IEA officials and spontaneous gatherings and smaller parades of IEA members=
 along main roads should be anticipated. Combined with likely unannounced r=
oute closures, the Masjid Jami Markazi area in Taloqan City and Jad-e Welay=
at Street in Kunduz City in particular are expected to see heightened traff=
ic congestion.</div>
<div style=3D"text-align: justify;"><br />Starting from 1400 hrs of 30 Augu=
st IEA forces may increase their physical footprint in key locations in Tal=
oqan City through additional checkpoints and patrols, in order to improve t=
heir monitoring capabilities and hinder potential OAG movements. Furthermor=
e, while unlikely given the location, the authorities have demonstrated the=
 willingness to shutdown of telecommunications, without prior notice, which=
 would greatly hinder the ability of NGOs to communicate with staff members=
.</div>
<div style=3D"text-align: justify;"><br />Furthermore, controls at checkpoi=
nts may intensify in the vicinity of the Masjid Jami Markazi, including scr=
eening areas along the main roads in PD 2 of Taloqan City, and similarly in=
 the vicinity of the Kunduz Hotel in Kunduz City. IEA members may stop truc=
ks and large buses from crossing on roads adjacent to the venues where the =
gathering is taking place.</div>								</div>

ditional travel duration for movements within PD 2 of Taloqan City and in P=
D 4 of Kunduz City, and to seek information about possible road closures pr=
ior to departure.<br /><br /></div>

o avoid public large gatherings and high-profile locations on 30 and 31 Aug=
ust, as far as possible.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs should ensure that all staff membe=
rs carry all necessary personal identification documents with them at all t=
imes and that relevant registration forms and authorisation letters are ava=
ilable in all NGO vehicles, including for short trips within city limits. D=
uring controls at checkpoints, documents should only be presented if IEA pe=
rsonnel specifically requests them.<br /><br /></div>
<div style=3D"text-align: justify;">In the event of celebratory gunfire occ=
urring close to their locations, NGO staff members are advised to immediate=
ly move or stay indoors and keep away from windows. NGO staff are also stro=
ngly encouraged to avoid participating in celebratory gunfire.<br /><br /><=

<div style=3D"text-align: justify;">NGOs are advised to review their intern=
al communications with regards to available emergency redundancies and stan=
dard operating procedures in case of widespread telecommunications outages.=
