Dear colleagues,

Good morning !

We have received some reports (We are trying to confirm and verify) that so=
me TPM monitors requested  for money or favors for providing
good performance reports/feedback on implementation of Sehatmandi and MHNTs=
 ( HER SPs Health Emergency Response Service providers ), while monitoring =
of Health Facilities .
It is to be noted that this is an illegal , unethical and punishable act  f=
or both parties ( The receiving and paying parties) and is violation of the=
 terms of agreement with UNICEF.

You are therefore kindly requested to refrain from providing or offering ki=
ckback to any monitoring body/ person.
Please kindly record and document any such request for bribe/favor for fals=
ifying reports/feedback on performance by any monitoring body/person and im=
mediately report it.

In addition , please do not entertain provide the below facilities to TPM w=
orkers, Health Extenders , Nutrition Extenders and any other persons coming=
 to monitor your health facilities:

1.  Transport means ( They all are paid for their transportation costs).
  2.  Food ( They are paid enough DSA to cover their food and accommodation=
 costs).
  3.  DSA or pocket money. ( They are paid enough DSA to cover their food a=
nd accommodation costs and pocket money).
  4.  Gifts , no gifts and favors are allowed to be given by any UNICEF par=
tners to the above mentioned monitors.

However, once you have any evidence, please do not hesitate to contact UNIC=
EF Field Office in Herat for appropriate action to be taken. All reports wi=
ll be treated as confidential.
