								<p style=3D"text-align: justify;">On 23 July, a group of IS-KP affi=
liates attacked several members of the IEA security forces in the vicinity =
of the provincial governor&rsquo;s compound in Pul-e Khumri City of Baghlan=
 Province. A dependent of an NGO staff member was in the area, and when the=
 latter found out about the attack, he attempted to go and pick him up. Whe=
n the NGO worker arrived in the area of the attack, the IEA security forces=
 deemed him suspicious, detained him, and took him for further questioning =
at PD 2 headquarters. While in the IEA custody, the staff member's phone st=
arted ringing, and the police forces asked him to translate the message he =
had received. The NGO employee avoided a direct translation of the message =
and explained in simple terms the function of such communications. The poli=
ce forces released him after four hours since the incident started. The IEA=
 forces were at no point violent towards the NGO staff member.</p>								<=

								<div style=3D"text-align: justify;">IEA security forces&rsquo; oper=
ations to counter OAGs&rsquo; attacks in the provincial capital poses an in=
creased risk to civilians. The 23 July armed clash is the first OAG attack,=
 recorded by INSO, in Pul-e Khumri City since 15 August 2021. However, give=
n that the majority of the NGOs operating in Baghlan Province have at least=
 an office in the city, armed violence within the provincial capital poses =
an elevated risk to NGO staff members compared to the rest of the districts=
.<br /><br /></div>
<div style=3D"text-align: justify;">The IEA members engaged in clashes with=
 OAGs in at least 77 incidents in Baghlan Province, the majority of which t=
ook place in areas with low population density, and only one such firefight=
 resulted in civilian casualties. However, while NGO casualties are less li=
kely in the most conflict-active districts such as Deh Salah, Pul-e Hesar, =
Bano, and Khost, given the limited NGO field presence, the sparse medical r=
esponse available in those areas limits options for potential mitigation me=
asures. As such, the risk posed by hostilities between the IEA forces and o=
ther armed actors, even in the most remote areas, should be considered and =
addressed.<br /><br /></div>
<div style=3D"text-align: justify;">NGO workers&rsquo; failure to safeguard=
 the information on their electronic devices is likely to generate misunder=
standings with the security forces during routine checks. Given the narrow =
understanding of most IEA members with regards to safety information and NG=
Os' communication systems, messages and emails meant to raise the security =
awareness of humanitarian organisations&rsquo; workers are likely to increa=
se the scrutiny of the security forces. Additionally, recent statements of =
senior IEA officials in Kabul, regarding foreign interference in IEA&rsquo;=
s internal affairs could deepen potential misunderstandings, especially wit=
h disgruntled members of the security forces who perceive aid workers as ex=
ponents of western governments. Implementation of proactive measures, such =
as sanitising electronic devices by removing content that could be perceive=
d as controversial by the security forces, is likely to reduce the risk of =
a coercive measure.</div>								</div>
