ls riding a motorcycle robbed an NGO staff member at gunpoint close to the =
staff&rsquo;s residence in PD 10 of Mazar-e Sharif City. They stole his sma=
rtphone, national and NGO ID cards, and 570 AFN. According to the victim, t=
he crime seemed opportunistic.<br /><br /></div>
<div style=3D"text-align: justify;">Five days earlier, on 30 June, three un=
identified armed individuals entered the private residence of an IO contrac=
tor&rsquo;s employee in PD 8 of Mazar-e Sharif City. They locked the female=
 resident in a separate room and beat his father while the employee was out=
 of the house. The culprits robbed the staff one day after he brought home =
his salary. They stole 10,000 USD and 840,000 AFN.</div>								</div>

r City slightly increased in the last three months and affected NGO staff m=
ore than in early 2022, though there is not enough evidence to suggest that=
 NGOs or IOs are being increasingly targeted by armed criminals deliberatel=
y. Between January and April, INSO recorded on average three robberies in B=
alkh Province, while between May and July this number rose to five and a ha=
lf per month, with seven having occurred in July. Crime incidents are notor=
iously underreported, but the consistency of the increase in recorded robbe=
ries suggests that the observed difference reflects the situation on the gr=
ound rather than a reporting anomaly. In this context, it is likely that al=
though two out of five NGO- or IO-related robberies in 2022 occurred since =
30 June, this is a result of the general uptick in criminality rather than =
a sign of a growing intention of criminal elements to target NGOs. The inci=
dent on 03 August, in which the culprits showed no signs of premeditation i=
n terms of timing, target profile, or modus operandi, testified to the abov=
e.<br /><br /></div>
<div style=3D"text-align: justify;">Nonetheless, the robbery on 30 June hig=
hlighted several factors that render the residences of NGO staff more prone=
 to be targeted by criminals. However, it is unlikely assailants would begi=
n to adopt the generalisation that robbing NGO staff is automatically a low=
-cost-high-benefit effort. Due to the virtual collapse of the banking syste=
m, most NGOs pay their staff in cash, who then store the money in their oft=
en not well-protected houses as other alternatives are not immediately avai=
lable. The criminals who robbed the IO contractor&rsquo;s staff on 30 June =
were probably aware that the individual kept cash inside the house and pre-=
planned the robbery to maximise the loot by striking after the employee pic=
ked up the salary. It is assessed that the criminals likely came to the inf=
ormation that the individual stored money in the house by chance or via fam=
ily relations, rather than by virtue of him working for an IO contractor. T=
his is because no crime of similar supposed premeditation occurred to NGOs =
or IOs in Mazar City to date in 2022, suggesting they have not been systema=
tically designated as suitable targets. There is, however, a low risk that =
the success of this incident will spread among the criminal elements in Maz=
ar-e Sharif, and in case similar robberies follow suit in the coming months=
, this would indicate that engagement of the residents with IOs and NGOs be=
comes increasingly associated with the presence of cash in the house, poten=
tially exposing the staff to a higher risk of robberies and harm. This is, =
however, assessed as rather unlikely at the time of writing.</div>								<=

 of keeping relatively large sums of money in their houses. The staff membe=
rs should, in turn, instruct their family members to avoid spreading the in=
formation about the presence of cash.<br /><br /></div>

e incident on 30 July shows that resisting the robbers may lead to physical=
 harm, and victims of robberies should ensure being compliant, within reaso=
n, with the criminals&rsquo; requests to avoid escalation.<br /><br /></div=
