<p>On 11 August at approximately 2100 hrs, a group of armed robbers approac=
hed the gates of an NGO. After the guards approached the spyhole of the ent=
rance gate, the criminals claimed to be IEA members attached to PD 3 seekin=
g to conduct a search operation at the compound. The assailants then threat=
ened the guards with their firearms and forced them to open the gate.<br />=
<br />After entering the compound, the criminals assaulted the two compound=
 guards, forced them into a side room, and tied them up. The criminals then=
 proceeded to search the compound, breaking several doors including a reinf=
orced door leading to the organisation&rsquo;s finance department. Inside t=
he secure room, the assailants stole a metal safe containing cash and vario=
us organisational documents, as well as a laptop. The assailants also stole=
 an NGO vehicle from inside the compound and attempted to escape. The vehic=
le broke down close to the compound and was later recovered by IEA forces r=
esponding to the incident.<br /><br />The guard staff managed to inform the=
ir colleagues of the incident, who in turn alerted the IEA. Several IEA mem=
bers arrived at the scene after approximately 40 minutes and investigated t=
he crime scene. During the course of the investigation, IEA members detaine=
d both guards for further questioning, but released both of them again at a=
 later date.</p>

<p>Given the success of the robbery and the short time that the criminals r=
equired to conduct it, the assailants are assessed to be most likely member=
s of an OCG conducting premeditated forms of crime, rather than being a loo=
sely-organised group focused only on low-impact robberies against targets o=
f opportunity. The assailants may have had prior knowledge that an NGO was =
based at the compound and subsequently assessed it to be a valuable target.=
 <br /><br />Criminals in general still see all NGO and IO staff members as=
 potential attractive targets due to their perceived relative wealth. Conse=
quently, they may conduct extensive surveillance and invest further resourc=
es to obtain detailed information about their compounds, establishing explo=
itable weak points and patterns of life for staff working or living on the =
premises.<br /><br />Alternatively, the assailants may have decided to targ=
et the compound based on its externally visible profile. Despite representi=
ng a key element in most NGO mitigation plans, highly visible physical secu=
rity measures, such as CCTV cameras, lowerable barriers, or barbed wire, ca=
n attract the attention of OCG members. When selecting targets for more hig=
h-impact, premeditated robberies, OCG members may assume that an organisati=
on or residents based at a compound with visible fortifications are compara=
bly affluent. As a result, the organisation or residents may be assessed to=
 be an attractive enough target to bear the heightened risk associated with=
 overcoming these hardened defences. This also applies for the assailants&r=
squo; targeting of the reinforced door to the finance department, which may=
 have led them to believe that particularly valuable items would be located=
 in the adjacent room.<br /><br />The modus operandi of the criminals invol=
ved in the 11 August incident also closely mirrors previous robberies targe=
ting NGO compounds recorded shortly after the IEA takeover. As with these p=
revious incidents (see AFGHANISTAN/CENTRAL/R/03092021/#001 and AFGHANISTAN/=
CENTRAL/R/20092021/#001), the assailants posed as IEA members in order to c=
onvince the guards at the gate to let them into the compound, in addition t=
o threatening them with their firearms. In doing so, the criminals effectiv=
ely circumvented most of the key physical mitigation measures protecting mo=
st NGO compounds, namely the compound perimeter and access control elements=
, such as gates and barriers.<br /><br />Although authorities in Kabul have=
 gradually distributed uniforms to police forces in particular in recent mo=
nths, a significant section of IEA forces still lack any identifying insign=
ia, including official ID cards or other means to confirm their status. As =
demonstrated in previous compound raids, OCG members have repeatedly exploi=
ted this continued uncertainty to deceive guard staff. The repeated unannou=
nced visits to NGO compounds of various actual IEA forces further compounds=
 this issue, particularly as they have also occurred outside of normal busi=
ness hours and included armed threats against NGO staff members in the past=
.</p>

<p style=3D"text-align: justify;">If IEA members or individuals claiming to=
 be IEA members approach an NGO office seeking to gain entrance, NGOs are a=
dvised to inform them of the independent and neutral nature of the organisa=
tion. Staff should be instructed to remain especially suspicious if a visit=
 is conducted at unusual times, such as significantly outside of regular of=
fice hours.<br /><br />Before granting entry, NGO staff are advised to info=
rm their security focal point and local IEA authorities responsible for NGO=
s immediately. NGO staff are further advised to comply with the directives =
of confirmed IEA members while maintaining their personal safety.<br /><br =
/>NGOs are advised to share contact information for local IEA authorities r=
esponsible for NGO affairs with staff members and post the relevant numbers=
 in NGO locations, if this information is available. NGOs are advised to es=
tablish specific lines of communication to be used in the event of such inc=
idents.<br /><br />NGOs should ensure a low public profile for their premis=
es, including guesthouses, office spaces, and storage facilities and implem=
ent measures to limit the amount of information accessible to outside obser=
vers through physical and operational mitigation measures. When installing =
physical mitigation measures at compounds, NGOs should also consider the ch=
aracter of surrounding properties to ensure the premises do not significant=
ly stand out within the neighbourhood.<br /><br />NGOs are advised to revie=
w, retrain, and strictly enforce existing protocols for counter-surveillanc=
e with all staff, such as identifying individuals frequently observed near =
compounds; avoiding the sharing of sensitive information on NGO operations =
with third parties and only sharing such information on a need-to-know basi=
s within the organisation; and reporting any suspected surveillance attempt=
s or external pressure immediately to respective security focal points (for=
 further countersurveillance measures see also AFGHANISTAN/CENTRAL/R/261120=
21/#001).</p>
