on killed six IEA members, including two commanders. Consequently, IS-KP af=
filiates claimed the attack through social media.</div>

igal Wa Sheltan District, a PPIED detonated against an IEA foot patrol on a=
 secondary road. The detonation killed two IEA members and injured one.</di=

<div style=3D"text-align: justify;">On 11 July, in the Dohz Loy Kalay area =
of Watapur District, a PPIED detonated against an IEA vehicle patrol along =
a secondary road. The detonation killed one IEA commander. IS-KP affiliates=
 claimed the attack on social media platforms.</div>

<div style=3D"text-align: justify;">On 10 July, in the Manogay area of Dar-=
e Pech District, an unknown type of IED exploded and killed one IEA member.=
 IS-KP affiliates claimed the attack on social media platforms.</div>

ar-e Pech District, an unknown type IED prematurely detonated along a secon=

a permanent presence of IS-KP affiliates in multiple districts of Kunar Pro=
vince. Moreover, the incidents show how OAGs are exclusively targeting IEA =
forces. The risk of collateral involvement to NGOs is currently assessed as=
 low. Nonetheless, the risk is raised relative to the environment. Such as =
on secondary roads, roads frequented by IEA forces, and locations in close =
proximity to IEA members.</div>
<div style=3D"text-align: justify;">
<p>IEDs remain the preferred tactic of IS-KP affiliates in the province, wh=
ich creates a risk to civilians and NGOs alike. An example of this was seen=
 on 16 June in PD 1 of Asadabad City. The incident related to an IED detona=
ting against an IEA ranger type-vehicle. The incident resulted in the killi=
ng of three civilians and one IEA member. Within this year, INSO recorded o=
nly 10 IS-KP initiated incidents involving SAF attacks targeting IEA forces=
. Whereas for IED-related attacks, INSO recorded a total of 17 such inciden=
ts in the province. This denotes that the preferred <em>modus operandi</em>=
 (MO) of IS-KP affiliates in Kunar is conducted through IEDs. Additionally,=
 the use of IEDs indicates a limited capability of OAGs in the province. Th=
is is because IED attacks give a degree of anonymity and protective distanc=
e between the OAG members and their targets. This in turn allows OAG member=
s to escape after completing an attack.</p>
</div>
<div style=3D"text-align: justify;">Incidents authored by IS-KP affiliates =
in the province remained asymmetric, sporadic and unpredictable in nature. =
It is highly probable that individual IS-KP affiliates will continue such a=
symmetric attacks on IEA forces in the upcoming weeks. This is largely attr=
ibuted to a lack of a command-and-control structure.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">Seven of the 17 IED-related incidents r=
egistered in Kunar in 2022 were confirmed to have been conducted by IS-KP a=
ffiliates through multiple sources and claimed through IS-KP social media c=
hannels. It is believed that also the remaining 10 attacks have been conduc=
ted by IS-KP affiliates due to the history of the locations where they occu=
rred, the expertise to utilise explosives and the profile of the targets.</=
div>

<div style=3D"text-align: justify;">Finally, it is important to note that P=
PIEDs, in contrast to RCIEDs, pose a higher risk to NGOs as their triggerin=
g system is indiscriminate in nature. Even if PPIEDs are meant to target IE=
A forces, they can also be triggered by NGOs travelling on a targeted road.=
 Whereas RCIEDs are usually triggered remotely by a person that has a direc=
t visual towards the desired target.</div>								</div>

d to maintain a distance of at least six car lengths from IEA vehicles in t=
raffic, and limit time spent at IEA checkpoints when travelling through Kun=
ar Province to minimise exposure to potential attacks.</div>

<div style=3D"text-align: justify;">NGOs are advised to remain alert and ma=
intain constant environmental awareness during travel, especially on second=
ary roads. NGO safety managers are advised to ensure that NGO staff members=
 are trained in basic ground sign awareness to ensure that they know what t=
o look for during travels and remain on well-established tracks and routes =
if possible.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">NGOs are strongly advised to avoid non-=
essential road movements after dusk and before dawn, as well as during othe=
r periods of reduced visibility (e.g. heavy rainfall), and use main roads w=
ith higher traffic volumes over secondary roads as far as possible.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">NGO safety managers are encouraged to i=
ncorporate first-aid training into relevant emergency procedures for scenar=
ios relating injuries caused by IED attacks.</div>

<div style=3D"text-align: justify;">Where possible, NGOs should seek to ens=
ure staff members travelling through areas with limited network coverage ha=
ve redundant communications, either in the form of multiple SIMs cards with=
 different providers or satellite phones, to be used in case of emergencies=
