isaster Management announced that provinces in the Eastern Region would be =
affected by heavy rains in the upcoming week starting on Thursday. As such,=
 road closures due to floods or landslides can be expected. This, in turn, =
may cause movement constraints for NGOs conducting program activities in th=
e Eastern Region.</div>

ods in the upcoming days, secondary roads are most likely to be affected fo=
r longer periods of time, while main roads will be cleared relatively fast.=
 This was the case in the last flash flood warning given on 06 July, where =
major roads such as the Asadabad-Chapadara Road was re-opened within seven =
hours from it being obstructed.<br /><br />Secondary roads, especially in r=
emote locations such as Nuristan, remain difficult to reach for IEA authori=
ties. This is largely due to prioritization of major highways and a limited=
 capability to reach secondary roads in remote areas. As such, in the last =
warning of flash floods and landslides given by the Afghanistan Meteorologi=
cal Directorate on 06 July, the Chapadara-Parouns Road took approximately 1=
0 days to be cleared of debris. Additionally, it was a combined work conduc=
ted by IEA authorities and civilians assisting in the re-opening of the roa=
d.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">The entry to Jalalabad City through PD =
7, Nazar Abad area will be specifically impacted in the eventuality of heav=
y rains in the upcoming days. The bridge in the area has been damaged due t=
o a flash flood that occurred on 24 July. IEA authorities are still trying =
to repair the infrastructure, with no timeline in sight due to the gravity =
of the structural damage caused by the flash flood to the bridge. As of now=
, there is a paved alternative route that connects Daronta and Bahar Abad a=
reas and is accessible to all types of vehicles.</div>

<div style=3D"text-align: justify;">Finally, it is important to note that t=
he above areas are approximate locations believed to be at a higher risk of=
 flash floods, and flash floods, including landslides might also occur in o=

gion are less likely to be affected, NGOs travelling within the region are =
advised to avoid non-essential travel in the event of heavy rainfall.</div>

<div style=3D"text-align: justify;">If travelling is necessary, NGOs are ad=
vised to update their mission plans accordingly, by having multiple locatio=
ns as safe havens to shelter, in the eventuality of road closures due to fl=
ash floods and landslides. NGO safety managers are advised to equip their v=
ehicles with food, water, and communication either in the form of multiple =
SIMs cards with different providers or satellite phones, to be used in case=
 of emergencies.</div>
