ross Herat City, hundreds of people, mostly of Shia ethnicity, gathered to =
begin the celebrations for Ashura. Ceremonies and rituals are expected to c=
ontinue on 08 August morning and end in the evening, at around 1800 hrs.<br=
 /><br /></div>
<div style=3D"text-align: justify;">On 03 August, the governor of Herat Cit=
y and the representatives of the Shia council emphasised the importance of =
cooperation between local civilians and IEA forces to protect participants =
and places of worship during the Ashura celebrations.<br /><br /></div>
<div style=3D"text-align: justify;">At the time of reporting, IEA forces ar=
e manning additional checkpoints around places of worship, and increased th=
e presence of security forces across the city.<br /><br /></div>
<div style=3D"text-align: justify;">Ashura will be celebrated across all th=
e PDs of Herat City, especially in PD 12, PD 3, PD 2, as well as along the =
roads, where participants will distribute free food and beverages to people=

pportunity for OAGs to launch attacks against both the security forces as w=
ell as against members of the Shia minority. Since January, in Herat Provin=
ce, IS-KP-affiliated groups have claimed responsibility for three attacks a=
gainst members of the Shia community (AFGHANISTAN/WEST/A/01042022/#001, AFG=
HANISTAN/WEST/A/01042022/#001-U1, AFGHANISTAN/WEST/R/23012022/#001). Target=
ing ceremonies held during the Ashura would likely result in a high number =
of casualties, and would ensure a wide media coverage and a high political =
impact.<br /><br /></div>
<div style=3D"text-align: justify;">The increased posture of security force=
s in the city is likely to represent a deterrent for OAGs, however, should =
an attack take place, it will magnify the size of the firefight and therefo=
re potentially increase the number of casualties among armed forces and civ=
ilians.<br /><br /></div>
<div style=3D"text-align: justify;">A high IEA security footprint in Herat =
City is very likely to lead to road closures and impact NGO road movements,=
 together with an increased scrutiny by the IEA members performing controls=
 at checkpoints. This may result in additional hostility towards civilians =
and NGO staff members alike.&nbsp;</div>								</div>

t. If movement is necessary, it is recommended to plan for additional trave=
l duration, avoid areas known to host Ashura ceremonies, and to seek inform=
ation about possible road closures prior to departure.<br /><br /></div>

large gatherings, and to choose, to the extent possible, lower-profile area=
s to observe Ashura.<br /><br /></div>

 members should always comply with the standard procedures and mantain a co=
