6628">INSO_SAR_Q2_2022</a><br /><br />In Q2, NGO incident volume increased =
by nearly 20%, largely due to significant growth in in-transit identity che=
cks in West Africa and armed criminality in Central and East Africa. Overal=
l, South Sudan, DRC and Afghanistan remained the most active countries, how=
ever the latter registered historically low serious NGO incident rates. Sim=
ilar to Q1, South Sudan accounted for a plurality of fatal NGO incidents, h=
owever Mali reported the highest total of humanitarians killed due to two m=
ultiple fatality incidents. Virtually all serious incidents involved nation=
al staff evenly distributed between national and international NGOs. Two ex=
ceptional incidents were noted, the most serious being a deadly incident of=
 in-transit criminality that impacted staff traveling in Mali. The incident=
 resulted in three NGO fatalities involving both local and international st=
aff.</p>
<p>Additional contextual themes during the quarter included:</p>
<p>Active conflict continued in Ukraine. The conflict disrupted global trad=
e, compounding the impact of inflation, food scarcity, flooding and drought=
 across several contexts. Demand for aid is likely to increase accordingly =
in the Middle East and East Africa, and NGOs will need to ensure any increa=
sed response is accompanied by data-led reviews of appropriate risk managem=
ent measures.</p>
<p>NGOs in Afghanistan, Burkina Faso, Cameroon and Syria contended with ele=
vated interference in programming and access as the humanitarian space was =
increasingly politicised or militarised. Collective advocacy, principled ac=
tivity and informed decision-making among organisations and individuals wil=
l be key in navigating these challenges.</p>
<p>Kenya, Iraq, Nigeria and Somalia were either preparing for elections or =
in the process of concluding contests, while there are long term plans for =
elections in South Sudan and Mali. In practical terms, the direct impact on=
 NGOs was fairly limited, but rare incidents re-emphasised that managing pr=
oximity to possible high-value targets or electoral sites is key to reducin=
g risks.</p>
<p>OAG activity sustained complex actor maps in South Sudan, Somalia, CAR a=
nd DRC. Understanding the interaction between regional, national and local =
dynamics remains essential in addition to consistent engagement, maintenanc=
e of distinction and clear understanding of staff vulnerabilities.</p>
<p>Looking ahead, the next NGO Incidents Overview, our monthly assessment o=
f NGO incidents and trends across INSO&rsquo;s platforms, will be released =
by 15 August. The team will also deliver another webinar focusing on pressi=
ng developments for humanitarians in another INSO context to be confirmed i=
n due course.</p>
