n unknown man called multiple female residents of Fayz Abad City and spread=
 false information regarding an NGO&rsquo;s programs for an unknown reason.=
 The man shared fake details regarding an NGO-led distribution of sewing ma=
chines. Several women called one of the NGO&rsquo;s staff members to inquir=
e regarding the alleged distribution. The NGO employee explained that, to h=
is knowledge, no such project was being implemented. The staff member proce=
eded to call the phone number of the man who had shared the incorrect infor=
mation, and after the employee introduced himself as the NGO&rsquo;s repres=
entative, the man hung up and blocked the caller.</div>								</div>

tion was an intentional attempt to harm the NGOs&rsquo; reputation or not, =
such incidents can, in the absence of mitigation measures, compromise the i=
mage of the NGO in the community or even give rise to security incidents.<b=
r /><br /></div>
<div style=3D"text-align: justify;">Individual cases of dissemination pose =
low risk and remain frequent, especially for NGOs that operate delivery of =
aid. This tends to be one of the most sensitive and challenging operations =
for NGOs. Humanitarian actors encounter several difficulties during distrib=
utions, occasionally due to the IEA&rsquo;s interference, but often also du=
e to the actions of civilians who are not eligible as beneficiaries and try=
 to pursue NGO staff members to include them in future distributions. Such =
incidents are allegedly fairly common though underreported and in most case=
s do not lead to significant deterioration of acceptance of the NGO among t=
he community. Nonetheless, NGOs can further reduce the impact of such incid=
ents by ensuring the functionality of their feedback mechanisms, especially=
 to prevent a more systematic disinformation scheme from developing.<br /><=
br /></div>
<div style=3D"text-align: justify;">Systematic spread of false information =
concerning the activity of humanitarian organisations can result in a deter=
ioration of the local acceptance and cannot be ruled out that such incident=
s escalate to impulsive physical violence. The current humanitarian respons=
e is trying to address the unprecedented hunger crisis emerging in the wake=
 of the economic collapse and ongoing drought that Afghan nationals experie=
nce, and the limited resources, compared to the need, available to NGOs imp=
ose a prioritisation of beneficiaries when it comes to aid distribution. Ru=
mours regarding aid distributions can raise the levels of frustration among=
 residents that have not qualified for previous NGO relief activities. Such=
 tensions might escalate and impact the operations or the well-being of the=
 staff involved in the project implementation. Therefore, efficient communi=
cation to maintain the communities&rsquo; acceptance and a proactive awaren=
ess-raising about the mandate of the NGO remain a must for countering rumou=
rs regarding humanitarian actors&rsquo; activity.</div>								</div>
