identified armed men on motorbikes stopped a high-profile IO convoy of thre=
e trucks on a secondary <a href=3D"https://goo.gl/maps/RHhpyuAcDHhuwDKB7">r=
oad</a> in the DAC of Dawlatabad District. They asked the drivers why they =
used the road, insulted them, and threatened to burn the trucks if they use=
d this road again. One of the perpetrators set a piece of paper on fire and=
 placed it on the tarpaulin cover of one of the trucks, mildly damaging it =
before a bystander approached and extinguished it. The individuals subseque=
ntly left the scene, allowing the convoy to continue its movement.<br /><br=
 /></div>
<div style=3D"text-align: justify;">The drivers used the road after off-loa=
ding aid commodities in a nearby warehouse. IEA authorities were investigat=
ing the incident at the time of writing.</div>								</div>

he perpetrators' motive temporarily increased the risk that the general pop=
ulation and NGOs with operations in the proximity of the said road alike wi=
ll experience similar behaviour. At the time of writing, it could not be es=
tablished whether the perpetrators targeted the convoy for its affiliation =
with the IO or to generally assert their authority over the area. Nonethele=
ss, the armed men appeared to have an interest in discouraging aid actors&m=
dash;or unknown vehicles more generally&mdash;from using that road and thre=
atened the convoy with the escalation of violence in case they cross the ro=
ad again. For this reason, the risk of harm and asset destruction will be i=
ncreased in the area over the coming weeks until the IEA&rsquo;s investigat=
ion identifies the perpetrators or until local reports clarify the motive o=
f the culprits and suggest that the risk has subsided.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">However, this was the first incident si=
nce the IEA takeover in the Northern Region in which an aid convoy was expo=
sed to violence or a threat thereof, and it therefore did not suffice to si=
gnal a deterioration of the operating environment in the whole of Dawlataba=
d District. INSO recorded four travel-related incidents affecting on-duty a=
id staff since 15 August 2021 in the Northern Region, all initiated by IEA =
forces in Balkh Province between December 2021 and January 2022. These were=
 discussions at vehicle checkpoints about the alleged necessity to use arme=
d escorts and the presence of female staff, three of which escalated to acc=
ess denial, though all without violence. The incident from 24 July thus rep=
resented a grave but so far isolated development where violence was threate=
ned against a convoy.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">The identity of the armed men remained =
unknown at the time of writing, but several indications suggested that they=
 were likely affiliated with the IEA. The location is densely populated, an=
d it is reportedly highly uncommon that men not belonging to the IEA would =
draw their weapons in public just for intimidation purposes. It is improbab=
le that the perpetrators were criminals, as they did not steal any assets o=
r valuables and they thus exposed themselves to an increased risk of being =
apprehended for an unclear benefit. Since 15 August 2021, country-wide, all=
 three aid convoy-related incidents initiated by criminal actors were robbe=
ries during which the perpetrators stole aid or valuables. It was also unli=
kely that the men belonged to an OAG, considering that no such group showed=
 any signs of presence in Faryab Province since the IEA takeover, and the l=
ack of security posture following the incident suggested that local IEA for=
ces did not suspect OAG elements to be responsible for the threat. The arme=
d men were therefore likely affiliated with the IEA, though potentially rem=
ote from the provincial authorities who generally did not pose significant =
access challenges to aid organisations to date. In this context, the incide=
nt served as a reminder of the rare but repeatedly reported challenges the =
IEA provincial leadership encountered when ensuring the consistency of rule=
 enforcement by the rank-and-file members in remote districts of Faryab Pro=
vince.</div>								</div>

rofile in Dawlatabad District, particularly in the area in which the incide=

should seek regular updates on the security situation in the west of the ci=
ty in the coming weeks and maintain contact with local residents and stakeh=

 the relevant authorities as well as to the bodies coordinating humanitaria=
