								<p style=3D"text-align: justify;">On 27 July at 1130 hrs, two GDI r=
epresentatives made an unannounced visit to an NGO compound in PD 4 of Kund=
uz City. They complied with the guards&rsquo; request to enter without thei=
r weapons, leaving them in their vehicle in front of the compound. The most=
 senior staff member present at the office received the GDI members, who th=
en explained the reason of their visit. The NGO was requested to provide in=
formation regarding the number of staff members employed, the number female=
 staff and their job titles, whether the NGO rents or owns vehicles, and th=
e contact details for the NGO&rsquo;s head of the regional office and his d=
eputy.</p>								</div>

 three NGOs operating in Kunduz Province were, in July, presented with the =
same request. It is likely, however that this will be the case in the short=
 to medium term with other NGOs that the GDI might have an interest in. The=
 limited number of NGOs the GDI interacted with, along with the type of inf=
ormation requested indicates a limited communication among the different IE=
A departments at provincial level and likely also various degrees of the GD=
I&rsquo;s interest based on the profile of the NGO. While the low number of=
 NGOs visited does not allow for a comprehensive analysis, so far the IEA s=
eemed to have focused on international NGOs that are known to have a signif=
icant footprint throughout the country and an expat presence, even if tempo=
rary, suggesting the authorities are interested in tracking the movement of=
 foreigners even after the departure of the international coalition forces.=
 Anecdotal reports suggest that under the former GOA the NDS made similar r=
equests, however the visits were formalised by official letters justifying =
the need for information. The incident shows that the GDI attempts to circu=
mvent the Article 46 of the NGO law which stipulates that &ldquo;security b=
odies can acquire information concerning the activities of organizations on=
ly through the Ministry of Economy&rdquo;.<br /><br /></div>
<div style=3D"text-align: justify;">The exact level of IEA administration a=
t which the initiative was decided remained unclear. The GDI members did no=
t present the NGO with a letter signed by the IEA authorities officially ex=
plaining the request, nor did they introduce the exact GDI branch under whi=
ch they operate. Unconfirmed information suggests that the Kunduz GDI perso=
nnel is involved in a wider investigation regarding the activity of NGOs op=
erating in Kunduz Province, though the extent of the activity remained unkn=
own and currently did not present the NGO community with specific challenge=
s. While in the Northern, Eastern, and Western regions, GDI made several re=
quests for information to NGOs, this represents a new development in the No=
rtheastern Region. While the number of information requests will increase t=
emporarily, it is likely that such unannounced visits will subside once the=
 GDI personnel becomes familiar with the humanitarian actors in their area =
of responsibility, and permanent focal points for communication are assigne=

 security forces, staff should always be polite, respectful, and cooperativ=
e. Should GDI members address the request for information to NGO staff as d=
etailed above, NGOs are advised to provide GDI with the total number of emp=
loyees and the contact details of the most senior NGO staff members, such a=
s the head of office and the security coordinator. However, it is not advis=
ed to provide GDI with all details about staff members that are requested.<=

d to remind the GDI of Article 46 of NGO law and politely redirect them to =
the Ministry of Economy, which has the relevant information about NGOs at i=

staff members should be reported to relevant IEA authorities as well as to =
humanitarian bodies mandated to address such issues, while also informing I=
