rsonnel entered by force an NGO compound in PD 3 of Taloqan City, apprehend=
ed an NGO staff, and searched his mobile phone. IEA members took the man to=
 their vehicle in front of the NGO compound for further questioning regardi=
ng his identity. Once the GDI realised the NGO staff was not their suspect,=
 they released him. IEA forces were initially searching for a man that post=
ed on a social media content in support of the NRF.</p>								</div>

ctivity critical of the current administration of Afghanistan continued to =
run the risk of detention. The social media profiles of civilians criticisi=
ng the current regime or expressing support for armed opposition groups are=
 followed by the IEA security forces and the suspects were occasionally arr=
ested in the past months. Since 15 August 2021, INSO logged six incidents i=
n the Northeastern Region in which IEA police forces arrested civilians on =
account of their social media activity. However, it is highly likely the ph=
enomenon is widespread and underreported, as they rarely involve violence a=
nd the IEA releases most of the culprits hours later. The social media-rela=
ted incident in early July was the first on INSO&rsquo;s record affecting a=
n NGO staff and as such remained to be an isolated event. Nonetheless, cons=
idering that individual IEA member may perceive NGO as promotors of foreign=
 interests in the country, NGO employees that post strongly politicised con=
tent are likely to face significant scrutiny during the security forces&rsq=
uo; investigation which, based on the findings, might result in detention o=
f staff or access challenges for humanitarian organisations.<br />&nbsp; &n=
bsp;&nbsp;</div>
<div style=3D"text-align: justify;">The unclear IEA structure and staff tur=
nover render NGOs unable to establish stable focal points that would enable=
 them to troubleshoot in a timely fashion any potential challenges posed by=
 the IEA security forces. In the aftermath of the collapse of the former GO=
A, due to IEA&rsquo;s the lack of understanding of the former administrativ=
e system&rsquo;s processes, NGOs faced several challenges in liaising with =
the officials of the newly established authorities, given the periodical ch=
anged of the provincial IEA officials, such as governors and chief of polic=
e. In the absence of established channels of communication and clear regula=
tory framework, unannounced visits of IEA officials to relief organisations=
&rsquo; compounds render the NGOs&rsquo; staff members unable to comply wit=
h specific demands and provide the necessary information. A proactive appro=
ach of NGOs towards the local IEA authorities is likely to remove potential=
 obstacles and misunderstandings.</div>								</div>

 engage the IEA authorities, individually or through the existent bodies co=
ordinating humanitarian assistance and establish communication mechanism to=
 prevent unannounced visits of the local authorities.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are further advised to identify al=
ternatives for the instances in which the proposed mechanism fail to counte=
r unannounced visits or unsanctioned visits of IEA members. During meetings=
 with IEA officials, NGOs should remind their counterparts of their governi=
ng principles and frameworks, as some IEA members might not be familiar wit=
h NGOs&rsquo; activities overall.<br /><br /></div>
<div style=3D"text-align: justify;">During visits of the IEA officials to N=
GO compounds and offices, NGO staff members should maintain a respectful an=
d compliant attitude, within the limits of their position&rsquo;s authority=
, towards the IEA members and inform the NGO&rsquo;s senior management in a=
 timely fashion regarding such visits.<br /><br /></div>
<div style=3D"text-align: justify;">NGO staff members should be aware of th=
e impact of the content made public via their social media profiles and rem=
ain compliant with the NGO&rsquo;s humanitarian principles. Security manage=
rs should inform the staff regarding potential consequences of posting pote=
ntially controversial, or what the IEA might label as anti-governmental mes=
saging.</div>								</div>
