f search operations in PD 1 of Aybak City between 17 and 21 July. On 17 Jul=
y, they searched several dozen households in Karti Suhl area, leading to th=
e seizure of two handguns but no arrests. The following day the search cont=
inued, with no arrests or seizures of weapons being recorded.<br /><br /></=
div>
<div style=3D"text-align: justify;">On 19 July, however, the IEA expanded t=
he operation to Guzari Kondel Khan and Kartee Mojahid areas of PD 1 and eng=
aged in an armed clash with unidentified individuals after having attempted=
 to search their residence in Kartee Mojahid. The clash resulted in the dea=
th of one IEA member as well as of two individuals inside the house, the bo=
dies of who were displayed in the city centre for several hours after the i=
ncident. Six IEA members have also been wounded, together with three civili=
ans caught in the crossfire. Approximately 22 individuals were arrested in =
Kartee Mojahid area on 19 July.<br /><br /></div>
<div style=3D"text-align: justify;">During the firefight, IEA members forci=
bly entered the office of an IO's implementing partner to use the roof of t=
he building as a fighting base. The staff escaped from the office, leaving =
it temporarily occupied by the IEA.<br /><br /></div>
<div style=3D"text-align: justify;">The IEA reportedly initiated the search=
 operation based on phone signal traces that they believed to be related to=
 the IS-KP affiliates who beheaded an IEA member in Mazar-e Sharif on 11 Ju=
ly, as well as to the case of one beheaded IEA member found more recently i=
n Ruy-e Duab District of Samangan on 19 July with an IS-KP flag placed next=
 to him. Unconfirmed information indicated that the two IEA members were tr=
aveling together from Kabul City and were both kidnapped on the way, last b=
eing seen between Bamyan and Samangan provinces.<br /><br /></div>
<div style=3D"text-align: justify;">The same individuals who opened fire at=
 the IEA during the search in Aybak City on 19 July have reportedly been se=
en in the company of IEA forces prior to the operation, and they carried we=
apons publicly. They rented the house approximately one month before the ar=
med clash. &nbsp;</div>								</div>

								<div style=3D"text-align: justify;">The occupation of the IO implem=
enting partner&rsquo;s office as well as the civilian casualties that occur=
red during the firefight highlighted the risks to NGO compounds located in =
the proximity of ongoing search operations. In the Northern Region, this wa=
s the first incident on INSO&rsquo;s record since 15 August 2021 in which I=
EA forces during a search operation occupied a private office to use it for=
 combat purposes, and as such, it remained to be an isolated event. However=
, the incident suggested the disregard of IEA forces towards the risks rela=
ted to their presence on civilian premises, particularly considering that t=
he office staff had to leave the building during an armed clash in which th=
e IEA members were actively targeted by SAF, exposing the staff to a signif=
icant risk of harm due to indirect fire. The three civilian casualties amon=
g the passers-by testified to this risk.<br /><br /></div>
<div style=3D"text-align: justify;">The IEA&rsquo;s search and clearing eff=
orts in Samangan Province in 2022 appeared mainly intelligence-driven, and =
as of May, all three search operations recorded in and around Samangan Prov=
ince resulted in a firefight with suspected OAG elements. Apart from the la=
test series of operations in Aybak City, IEA forces searched the Atta Bik a=
rea of Khulm District on 10 July, likely based on the reports that a former=
 PGM commander was attempting to establish an armed resistance cell. A fire=
fight subsequently broke out, resulting in four casualties among the armed =
actors. Similarly, on 09 May in Tandorak area of Aybak District, local IEA =
forces together with members of the IEA's Badri Corps conducted a clearing =
operation in an area where they believed that a former PGM commander Ajab G=
ul was hiding. This resulted in Gul&rsquo;s death as well as in the injury =
of three IEA members. In contrast, between January and May in Samangan, sma=
ll groups of IEA forces conducted seven limited searches of individual hous=
es, which did not lead to armed clashes. Overall, in 2022, the deployment o=
f larger number of forces and search operations targeting whole areas rathe=
r than individual residences carried an increased risk of armed clashes, pa=
rticularly in the last three months in Samangan Province.<br /><br /></div>
<div style=3D"text-align: justify;">Official reports claimed that the searc=
h operation targeted affiliates of IS-KP, though this could not be independ=
ently verified and the implications of the operation on the group&rsquo;s c=
apacity in the Northern Region therefore remained unclear. Despite numerous=
 allegations that the individuals were involved in the beheading of the two=
 IEA members, reports also indicated that they had prior contact with unspe=
cified IEA members and even allegedly carried weapons publicly, which appea=
red inconsistent with the hypothesis that they belonged to IS-KP. Moreover,=
 available information did not suggest that the IEA found physical evidence=
 in the house indicating the occupants' involvement with IS-KP, and further=
 details about their profile were unavailable. This lack of clarity did not=
 allow to assess the allegiance of the individuals, and the incident should=
 therefore not be interpreted as speaking to IS-KP&rsquo;s capacity in the =
Northern Region.</div>								</div>

ek information about ongoing search operations and inform their guards of t=
he developments. Should such an operation occur in the proximity of an NGO =
compound, staff should limit movement in and out of the office to reduce th=
eir potential exposure to sudden onset of armed violence.<br /><br /></div>
<div style=3D"text-align: justify;">Staff present at NGO premises during a =
search operation should be prepared to explain the NGO's mandate as well as=
 the impartial nature of their work. Documents relevant to the NGO's operat=
ions in the province should be readily available upon request of IEA member=
s wishing to search the compound.<br /><br /></div>
<div style=3D"text-align: justify;">It is recommended that NGOs preventivel=
y address the risks stemming from a potential compound occupation during a =
search operation with the department of economy and prepare a list of conta=
cts for possible deconfliction during similar events.</div>								</div>
