orded in the Koch-e Kasani area, in PD 4 of Kunduz City. On the same day, u=
nidentified men broke into several other private residences in the same are=

argeting NGO staff members&rsquo; residences remains low, however, opportun=
istic theft should be considered, as NGO staff members are generally percei=
ved as wealthy and therefore could represent an attractive target for finan=
cially motivated crimes. The risk is most prevalent for those living in are=
as with higher levels of financially motivated criminal activity. However, =
the frequency of thefts is likely to remain relatively low in the coming we=
eks.<br /><br /></div>
<div style=3D"text-align: justify;">It is unlikely that the perpetrators of=
 the 28 June burglary targeted the IO staff member&rsquo;s private house du=
e to the victim&rsquo;s employment, given the high number of burglaries in =
the area and its high profile. Since 15 August 2021, PD 4 marked the highes=
t number of thefts among Kunduz City&rsquo;s PDs, logging 23 thefts in 2021=
 and 10 such incidents in 2022, with burglaries accounting for the majority=
 of the financially motivated criminal incidents. Residents of PD 4 are per=
ceived as relatively wealthy and, given the fact that a significant number =
left the country and left their houses unoccupied following 15 August 2021,=
 criminal elements capitalised on this and identified potential targets tha=
t did not have guards or physical security systems that would impede culpri=
ts&rsquo; runaway. While several NGO offices and staff members&rsquo; house=
s are located in PD 4, they generally maintain a low profile, and the major=
ity of the residents are not necessarily aware of their presence, suggestin=
g the 28 June incident was unpremeditated but instead targeted the neighbou=
rhood&rsquo;s overall wealthy residents. &nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The physical presence of IEA security f=
orces along the main roads of Kunduz City does not represent a sufficient d=
eterrent for OCGs and individual criminals on its own. While overall the nu=
mber of thefts in PD 4, similarly to other PDs, decreased in 2022, compared=
 to the first months following the IEA takeover, from 23 thefts to 10, it s=
eems that financially motivated criminal activity evolved largely independe=
nt of IEA&rsquo;s law enforcement activity, which remained constant as crim=
inality fluctuated. The reduction likely resulted from a decreased mobility=
 of the criminal elements during the cold winter months, a common seasonal =
dynamic, followed by the increased daylight hours, and not due to law enfor=
cement activity. The culprits&rsquo; selection process relied on criteria s=
uch as the lack of presence of the owners or guards, the physical security =
measures in place at the residential compounds, and proximity to high traff=
ic roads, while the IEA presence did not stand as an obstacle, given that t=
he timing of the burglaries, with approximately 90% taking place between 18=
00 and 0600 hrs, when the IEA activity is reduced to static physical presen=
ce.</div>								</div>

o maintain a low profile with regards to their frequented locations, includ=
ing NGO offices, and remain aware of their operating environment reporting =
to their security focal point suspect individuals or activities they encoun=
tered. NGO employees should avoid displaying wealth, visible both during pu=
blic activities and at home.<br /><br /></div>
<div style=3D"text-align: justify;">NGO staff members are further advised t=
o check existing physical security structures, namely, anti-intrusion measu=
res in place at their compounds, ensure proper lighting, and video surveill=
ance systems are functional and cover the interior and exterior perimeters,=
 while guards remain alert during the night shifts.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are also advised to conduct refres=
her training with all staff covering what to do in the event of a burglary,=
 with a particular focus on training for guards. If armed criminals enter a=
 compound belonging to an NGO, the staff members are advised not to resist =
and to comply with instructions given, within reason, to reduce the risk of=
 physical harm.</div>								</div>
