<p>On 07 July, AFF members attacked an IEA convoy travelling along the Char=
ikar-Pul-e Khumri Highway in the title area with SAF. The attack prompted b=
rief armed clashes, with two IEA members killed and 1 other wounded as a re=
sult. AFF members subsequently withdrew again from the area.<br /><br />The=
 incident marked the fifty-first incident recorded along a highway in Centr=
al Region since the IEA takeover in August 2021. OAGs authored 16 of these =
incidents, including eight SAF attacks, six RCIED attacks, and two MIED att=
acks targeting IEA forces as well as civilian targets on two occasions. <br=
 /><br />Parwan Province has recorded seven incidents along the main Charik=
ar-Bazarak, Charikar-Kabul, and Charikar-Pul-e Khumri highways over this ti=
me period, including five OAG attacks against IEA forces and two public dem=
onstrations blocking traffic.</p>

<p>The 07 July incident remains of particular concern due to the strategic =
importance of the Charikar-Pul-e Khumri Highway for the movements of NGOs, =
private individuals, commercial companies, and security forces. Although se=
condary routes also exist, the highway through the Salang Pass represents t=
he main connection between the Central Region, Northeast Region, and North =
Region. As a result, the highway can see high volumes of traffic, in partic=
ular from lorries transporting goods between the regions. An escalation of =
violence centred around the highway in Salang District would significantly =
impair NGO movements towards the Northeast and North regions, in addition t=
o disrupting supply chains linking Kabul to major cities in both regions.<b=
r /><br />Given the geographical features of the Salang Pass itself and the=
 highway leading up to it, OAG attacks along this route also pose an elevat=
ed risk of collateral exposure to SAF for NGO staff. The narrow, winding ro=
ad greatly limits the ability of drivers to effectively manoeuvre their veh=
icle or quickly change direction in case of a security incident unfolding a=
head of them. In some sections of the highway, in particular directly adjac=
ent to the Salang Tunnel, the high concentration of parked lorries awaiting=
 passage further exacerbates this lack of mobility.<br /><br />The impact o=
f a potential exposure to SAF on NGO staff would be further compounded by t=
he poor infrastructure in the district. While one medical facility remains =
operational in Salang District as of the time of writing and may be able to=
 provide basic emergency assistance in case of an attack, the lack of alter=
native routes means that access to the facility may be blocked by an ongoin=
g security incident along the highway. Furthermore, network coverage in Sal=
ang District is generally low, oftentimes preventing regular communications=
 with emergency services and limiting the amount of reliable information av=
ailable on any safety-related developments along the route.<br /><br />IEA =
forces have also only maintained a comparably limited presence along the Ch=
arikar-Pul-e Khumri Highway within Salang District, which is likely to incr=
ease their response time in case of an ongoing OAG attack. IEA forces are m=
ainly concentrated around the Salang Tunnel as well as at several smaller r=
estaurants and markets in the northern part of the route, while patrols alo=
ng the highway are only sporadic. This low footprint is assessed to be even=
 more pronounced after dusk and during adverse weather conditions.<br /><br=
 />Although local reports indicate that IEA forces have thus far not substa=
ntially increased their presence in Salang District in response to the 07 J=
uly attack, IEA personnel in the district may exhibit heightened vigilance =
and suspicions towards travellers. These heightened suspicions are expected=
 to translate into exacerbated controls at the small number of VCPs reporte=
d to be active in Salang District. Exacerbated controls, in turn, may resul=
t in additional scrutiny of NGO travellers, travel delays, and possibly har=
assment of staff at VCPs (see AFGHANISTAN/NORTHEAST/R/10072022/#001).</p>

<p>When travelling, NGO vehicles should maintain a safe distance of at leas=
t six vehicle lengths from any IEA security forces or government vehicles. =
Where possible, NGO personnel should also seek to limit the time spent at I=
EA checkpoints and other installations.<br /><br />NGOs are strongly advise=
d to avoid non-essential road movements after dusk and before dawn, as well=
 as during other periods of reduced visibility (e.g. heavy rainfall), and u=
se main roads with higher traffic volumes over secondary roads as far as po=
ssible.<br /><br />Where possible, NGOs should seek to ensure staff members=
 travelling through areas with limited network coverage have redundant comm=
unications, either in the form of multiple SIMs cards with different provid=
ers or satellite phones, to be used in case of emergencies.<br /><br />NGOs=
 should confirm the status of any route they plan to use as close to the ti=
me of departure as possible, including main roads and highways.</p>
