FLASH FLOODING IN CENTRAL=2C EASTERN=2C SOUTHERN=2C AND SOUTH-EASTERN REGI=

HIGHLIGHTS

* Incidences of flash flooding increased in the past week with new distric=
ts in the east=2C south=2C south-east=2C and central regions of Afghanista=
n impacted by rains as of 11 July.
* Since 5 July=2C flash floods have reportedly killed 39 people across fiv=
e provinces =E2=80=93 Uruzgan (20)=2C Ghazni (6)=2C Nuristan (7)=2C Paktya=
 (3) and Zabul (3). Nine of those killed were children=2C including six in=
 Ghazni and three in Paktya provinces.
* The heavy rains have damaged or destroyed around 2=2C900 houses=2C a ten=
fold increase since the last reporting period=2C and also disrupted liveli=
hoods. Critical civilian infrastructure such as roads and bridges have als=
o been impacted.
* With the rains=2C land has slipped resulting in unexploded ordnance bein=
g transported into several villages of Paktya. This risk will increase as=
 heavy rains continue.
* Families assessed to date report needing emergency shelter=2C non-food i=
tems=2C food and water=2C sanitation=2C and hygiene support.

HUMANITARIAN NEEDS AND RESPONSE

Central and South-Eastern Region: Communities in Logar=2C Paktya=2C Ghazni=
=2C Khost=2C and Paktika provinces in the Central and South-Eastern Region=
 continue to experience heavy rains and flash flooding=2C in addition to d=
ealing with the aftermath of the 22 June earthquake. According to local re=
ports as of 11 July=2C nine children died due to flash floods (six in Ghaz=
ni and three in Paktya)=2C 14 people were injured=2C and close to 2=2C300=
 houses were damaged or destroyed across the four south-eastern provinces.=
 The heavy rains have also displaced two unexploded ordnances (UXOs) into=
 several villages of Paktya province. Reportedly=2C the controlled explosi=
ons of the mines helped prevent further casualties.

To date=2C there is no information on casualties or destruction from the h=
eavy rains in Barmal or Giyan districts (Paktika province) or in Spera dis=
trict (Khost province) =E2=80=93 the three most affected districts followi=
ng last month=E2=80=99s earthquake. However=2C partners have reported new=
 flooding in Urgun district (Paktika province)=2C which is close to the ea=
rthquake-affected areas.

In response=2C two inter-agency assessment teams deployed to flood-affecte=
d areas in Ghazni on 11 July=2C followed by another four teams on 12 July=
=2C in coordination with the Provincial Disaster Management Committee (PDM=
C). Four joint assessment teams mobilized for Paktya on 12 July and one as=
sessment team deployed to Urgun district in Paktika.

Eastern Region: Heavy rain caused new flash flooding in four districts and=
 affected close to 500 families - 213 families in Nangarhar=2C 200 familie=
s in Laghman=2C 26 families in Kunar=2C and 14 families in Nuristan. This=
 is the third time that the eastern region has experienced flash flooding=
 in less than a month.

Following the flash flooding on 5 and 6 July=2C rapid needs assessments we=
re conducted on 8 July in Hesarak district (Nangarhar province) and Wama d=
istrict (Nuristan province). The assessments found significant shelter=2C=
 agriculture=2C and infrastructure destruction=2C with emergency shelter=
=2C NFI=2C food=2C and WASH listed as top priority needs by affected commu=
nities. More than half of all families assessed in Hesarak district report=
ed destroyed or severely damaged homes=2C and another 20 per cent reported=
 partial destruction. Additionally=2C 2000 jeribs (approximately 400 hecta=
res) of agricultural land with standing crops=2C one big intake=2C two can=
als=2C 200-250 livestock=2C and five local flour mills were also reportedl=
y destroyed. In Wama district alone=2C the flash floods damaged ten micro-=
hydro-powers=2C 50 small- and medium-size intakes=2C 20 km of canals=2C 2=
=2C000 jerib (400 hectares) of agricultural land=2C 200 orchards=2C four m=
osques=2C four shops=2C 12 flour mills=2C a bridge and 19 km of road (Kord=
ar area) and three
schools. Some 250 livestock were also killed. Meanwhile=2C the Chapadara-P=
arouns road has remained closed since 7 July due to the landslide that dam=
aged the bridge. Reportedly=2C existing de-facto authority capacity (means=
 and materials) is insufficient to open the road.

Humanitarian partners are mobilizing resources to respond to the identifie=
d humanitarian needs=2C with a focus on emergency food assistance. Seven a=
dditional teams have been mobilized to start or resume assessments on 13 J=
uly in the other affected areas=2C in coordination with Afghanistan Nation=
al Disaster Management Authority (ANDMA)=2C including in Nangarhar=2C Kuna=
r and Laghman provinces.

Southern Region: Three new provinces in the Southern Region - Kandahar=2C=
 Uruzgan and Zabul =E2=80=93 have been affected by heavy rains since the l=
ast flash update was issued on 7 July. Initial reports from partners and t=
he ANDMA office indicate that some 600 households are affected in Uruzgan=
 and Zabul=2C including damaged agricultural lands and livestock. There ar=
e unconfirmed reports of 23 deaths - three people reportedly killed in Zab=
ul from a house that collapsed and 20 people reportedly killed in Uruzgan=
 in a bus that was overturned.

Health teams and WASH partners have already deployed to flood-affected are=
as in Zabul to respond to instances of Acute Watery Diarrhea (AWD)=2C whic=
h were already being monitored prior to the floods. OCHA and humanitarian=
 partners are also working with ANDMA to confirm the information received=
 for Uruzgan and Zabul=2C and to collect information on Kandahar province.=
 Humanitarian partners also deployed teams for needs assessments.

The Afghan weather agency has warned of thunderstorms and heavy rain in th=
e south-eastern and eastern regions for the next seven days; these are reg=
ions that are still reeling from the impact of the 22 June earthquake and=
 the June and July flash flooding. Further damage to shelter and critical=
 infrastructure=2C road closures=2C and contamination with UXO of populate=
d areas due to floods or landslides can be expected in the week ahead.

COORDINATION

Multiple localized assessments and relief operations are ongoing. OCHA con=
tinues to coordinate the emergency response on behalf of humanitarian part=
ners in all four regions affected =E2=80=93 central=2C eastern=2C southern=
=2C and south-eastern =E2=80=93 through regular information sharing and en=
gagement with the Operational Coordination Teams (OCT)=2C facilitating par=
tners=E2=80=99 meetings with the local disaster management authorities and=
 coordinating response=2C and supporting IOM to coordinate rapid assessmen=
ts with partners.

Key meetings:

* The Eastern Region OCTs met on 12 July to coordinate the deployment of a=
dditional interagency assessment teams starting13 July.
* The Kandahar OCT met on 12 July to coordinate the flood response.
* The Zabul and Uruzgan OCTs met on 11 July to initiate needs assessments.
* The PDMCs in Ghazni and Paktya convened emergency meetings on 10 and 11=
 July respectively. Both meetings were chaired by the Deputy Governor and=
 attended by humanitarian actors and relevant line departments.
* OCHA and IOM will meet partners in Khost to coordinate the second round=
 of needs assessments.

<strong>Central and South-Eastern Region:</str=
ong> Communities in Logar=2C Paktya=2C Ghazni=2C Khost=2C and Paktika prov=
inces in the Central and South-Eastern Region continue to experience heavy=
 rains and flash flooding=2C in addition to dealing with the aftermath of=
 the 22 June earthquake. According to local reports as of 11 July=2C nine=
 children died due to flash floods (six in Ghazni and three in Paktya)=2C=
 14 people were injured=2C and close to 2=2C300 houses were damaged or des=
troyed across the four south-eastern provinces. The heavy rains have also=
 displaced two unexploded ordnances (UXOs) into several villages of Paktya=
 province. Reportedly=2C the controlled explosions of the mines helped pre=
vent further casualties.<br>
&nbsp;<br>
To date=2C there is no information on casualties or destruction from the h=
eavy rains in Barmal or Giyan districts (Paktika province) or in Spera dis=
trict (Khost province) =E2=80=93 the three most affected districts followi=
ng last month=E2=80=99s earthquake. However=2C partners have reported new=
 flooding in Urgun district (Paktika province)=2C which is close to the ea=
rthquake-affected areas.<br>
&nbsp;<br>
In response=2C two inter-agency assessment teams deployed to flood-affecte=
d areas in Ghazni on 11 July=2C followed by another four teams on 12 July=
=2C in coordination with the Provincial Disaster Management Committee (PDM=
C). Four joint assessment teams mobilized for Paktya on 12 July and one as=
sessment team deployed to Urgun district in Paktika.<br>
&nbsp;<br>
<strong>Eastern Region:</strong> Heavy rain caused new flash flooding in f=
our districts and affected close to 500 families - 213 families in Nangarh=
ar=2C 200 families in Laghman=2C 26 families in Kunar=2C and 14 families i=
n Nuristan. This is the third time that the eastern region has experienced=
 flash flooding in less than a month.<br>
<br>
Following the flash flooding on 5 and 6 July=2C rapid needs assessments we=
re conducted on 8 July in Hesarak district (Nangarhar province) and Wama d=
istrict (Nuristan province). The assessments found significant shelter=2C=
 agriculture=2C and infrastructure destruction=2C with emergency shelter=
=2C NFI=2C food=2C and WASH listed as top priority needs by affected commu=
nities. More than half of all families assessed in Hesarak district report=
ed destroyed or severely damaged homes=2C and another 20 per cent reported=
 partial destruction. Additionally=2C 2000 jeribs (approximately 400 hecta=
res) of agricultural land with standing crops=2C one big intake=2C two can=
als=2C 200-250 livestock=2C and five local flour mills were also reportedl=
y destroyed. In Wama district alone=2C the flash floods damaged ten micro-=
hydro-powers=2C 50 small- and medium-size intakes=2C 20 km of canals=2C 2=
=2C000 jerib (400 hectares) of agricultural land=2C 200 orchards=2C four m=
osques=2C four shops=2C 12 flour mills=2C a bridge and 19 km of road (Kord=
ar area) and three schools. Some 250 livestock were also killed. Meanwhile=
=2C the Chapadara-Parouns road has remained closed since 7 July due to the=
 landslide that damaged the bridge. Reportedly=2C existing de-facto author=
ity capacity (means and materials) is insufficient to open the road.<br>
&nbsp;<br>
Humanitarian partners are mobilizing resources to respond to the identifie=
d humanitarian needs=2C with a focus on emergency food assistance. Seven a=
dditional teams have been mobilized to start or resume assessments on 13 J=
uly in the other affected areas=2C in coordination with Afghanistan Nation=
al Disaster Management Authority (ANDMA)=2C including in Nangarhar=2C Kuna=
r and Laghman provinces.<br>
&nbsp;<br>
<strong>Southern Region:</strong> Three new provinces in the Southern Regi=
on - Kandahar=2C Uruzgan and Zabul =E2=80=93 have been affected by heavy r=
ains since the last flash update was issued on 7 July. Initial reports fro=
m partners and the ANDMA office indicate that some 600 households are affe=
cted in Uruzgan and Zabul=2C including damaged agricultural lands and live=
stock. There are unconfirmed reports of 23 deaths - three people reportedl=
y killed in Zabul from a house that collapsed and 20 people reportedly kil=
led in Uruzgan in a bus that was overturned.<br>
&nbsp;<br>
Health teams and WASH partners have already deployed to flood-affected are=
as in Zabul to respond to instances of Acute Watery Diarrhea (AWD)=2C whic=
h were already being monitored prior to the floods. OCHA and humanitarian=
 partners are also working with ANDMA to confirm the information received=
 for Uruzgan and Zabul=2C and to collect information on Kandahar province.=
 Humanitarian partners also deployed teams for needs assessments.<br>
&nbsp;<br>
The Afghan weather agency has warned of thunderstorms and heavy rain in th=
e south-eastern and eastern regions for the next seven days; these are reg=
ions that are still reeling from the impact of the 22 June earthquake and=
 the June and July flash flooding. Further damage to shelter and critical=
 infrastructure=2C road closures=2C and contamination with UXO of populate=
d areas due to floods or landslides can be expected in the week ahead.
