PD 3, unidentified armed robbers riding a motorcycle, stopped four NGO staf=
f members at gunpoint while they were walking along a secondary road. The r=
obbers managed to steal their phones and an unspecified amount of cash. The=
 NGO staff members were unharmed after the incident.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">On 27 June, in Jalalabad City, PD 1, ro=
bbers in a rickshaw-type vehicle stole at gunpoint the mobile phone of an N=
GO staff member while he was walking on a secondary road. The NGO staff mem=
ber was unharmed during this incident.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">On 26 June, in Jalalabad City, PD 1, ro=
bbers stole at gunpoint the phone of an NGO staff member while he was walki=
ng towards his office on a secondary road. The NGO staff member was left un=
harmed after the incident.</div>

<div style=3D"text-align: justify;">On 25 April, in Jalalabad City, PD 4, f=
our robbers in a rickshaw-type vehicle stole the mobile phone of an off-dut=
y NGO staff member. The NGO staff member was walking along a secondary road=
 when the incident happened. He was unharmed after the robbers managed to s=
teal his phone.</div>								</div>

								<div style=3D"text-align: justify;">Since the beginning of 2022, IN=
SO recorded a total of 6 criminally-authored incidents involving thefts and=
 robberies of NGO staff members in Jalalabad City. Overall, in Jalalabad, 5=
0 criminally-initiated incidents were recorded this year. From these 50 inc=
idents, 39 (78%) were robberies, thefts, and burglaries.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">These numbers illustrate the fact that =
criminal activity in Jalalabad is a major risk on the operational landscape=
 for NGOs and civilians alike. INSO recorded 32 criminally-authored inciden=
ts targeting civilians in Jalalabad City throughout 2022. Criminals are not=
 specifically targeting NGO staff members but are generally exploiting oppo=
rtunities of crime for a financial motive. This reinforces the fact that an=
y person can be a potential target for criminals.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">A common factor among the four abovemen=
tioned incidents affecting NGOs, is the fact that they occurred on secondar=
y roads, where traffic is considerably lower, and possibilities to corner a=
nd attack victims while remaining undetected by passersby are higher.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">Another commonality was that all the in=
cidents mentioned above were recorded at the end of a month. This a period =
that is known to be when NGO staff members and civilians receive their sala=
ries. On the incident from 25 April, it occurred in the final week of the m=
onth. Similarly, the three other abovementioned NGO-related incidents were =
recorded at the end of June. This shows the fact that criminal elements in =
the city understand when NGO staff members and civilians might be carrying =
larger amounts of cash. As such, these periods make NGO staff members and c=
ivilians more vulnerable to criminal activity in Jalalabad City.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">Additionally, the timing of the inciden=
ts was random, and overall, there is no specific timeframe incidents of rob=
bery and theft occur. This means, criminals are not deterred by daylight. I=
n addition, this illustrates that opportunistic criminal activities occur i=
ndiscriminately, and victims are targeted only when the environment is cond=
ucive for a theft or robbery to occur.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">It is important to highlight that with =
the Eid-ul-Adha festivity between 09 and 11 June, the mobility of people wi=
ll increase as they will be visiting family members across Jalalabad and th=
e province. This in turn brings with it a heightened risk to the general pu=
blic and NGO staff members alike, as they may carry larger amounts of cash =
and wear expensive or new items for the Eid-ul-Adha celebration. As such, a=
ny display of wealth can lead to being targeted by criminal elements.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">Finally, it is important to note, that =
criminally authored incidents are historically underreported, and the actua=
l numbers could be higher than indicated in this report.</div>								</div=

ff members should cooperate, within reason, not resist, and hand over any d=
emanded items. As a general practice NGO staff members should avoid carryin=
g large sums of cash or expensive items or equipment openly. If necessary, =
NGO staff members should conceal cash and equipment.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">NGO safety managers should notify staff=
 of a heightened risk of theft and robberies during Eid-ul-Adha festivities=
. Moreover, safety managers should remind NGO staff members, through any po=
ssible means of communication, to remain vigilant of any suspicious individ=
uals or activities carried near them or their residences.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">If possible, NGO staff members are advi=
sed to avoid travelling by foot. In the eventuality that movement can only =
be done by foot, NGO staff members are advised to walk with a larger group =
of individuals, and to avoid, if possible, carrying large sums of money or =
expensive items.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">NGO staff members are advised to avoid =
or circumvent deserted areas such as playgrounds, vacant spaces, or parks.<=
/div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">NGOs are further encouraged to share in=
cidents affecting their organisation or staff with INSO and discuss risks d=
uring roundtables, in order to identify and share best safety practices for=
 avoiding such incidents.</div>								</div>
