/><br />As a section of delegates still remains at the Kabul Polytechnic Un=
iversity campus and logistical operations are ongoing, IEA forces are curre=
ntly still enforcing previous movement restrictions within PD 5 as well as =
on trucks entering Kabul City at the six previously indicated checkpoints.<=
br /><br />Restrictions are expected to stay in place for the remainder of =
the day and may extend into 04 July.<br /><br />The previous advisories rem=
ain in place.<br /><br /><strong>As of 30 June, 1000 hrs: </strong>The asse=
mbly at the Loya Jirga has officially started with speeches from various pu=
blic figures.<br /><br />Previous movement restrictions within PD 5 remain =
in place.<br /><br />Additional restrictions on the movements of trucks int=
o Kabul City along the main highways have been reported, with IEA forces at=
 main entrance checkpoints into the city citing the ongoing event at Loya J=
irga. No similar restrictions for trucks leaving Kabul City appear to be in=
 place.<br /><br />Trucks have been stopped from entering Kabul City in the=
 <a href=3D"https://goo.gl/maps/t8e4sz7PGcfXuQUJ8">Sangi Nawishta</a> area =
on the Pul-e Alam Highway; in the <a href=3D"https://goo.gl/maps/2EQffsL1RJ=
aFiQLA8">Do Saraka</a> area, at the turnoff to Bagram on the Charikar Highw=
ay; in the <a href=3D"https://goo.gl/maps/R5p1p262QAjoyVGD6">Chawk Arghandi=
</a> area on the Maydanshahr Highway; near the <a href=3D"https://goo.gl/ma=
ps/L5DCjJhkBaE2TNLE7">Qala Mullah Nadir</a> area on the Dehsabz-Bagram High=
way; <a href=3D"https://goo.gl/maps/YFPf5tD1LCwZtEEQ9">east of the Surobi D=
AC</a> area on the Surobi-Jalalabad Highway; and near the <a href=3D"https:=
//goo.gl/maps/Chyz93UC77nfJzRX8">Buthkak</a> area on the Bagrami-Jalalabad =
Highway. Heightened controls of passengers' personal details have also been=
 reported at these checkpoints. <br /><br />The restrictions on movements o=
f trucks into Kabul City will last until the end of the gathering in PD 5 a=
nd are expected to also affect NGO trucks trying to enter Kabul City, most =
likely resulting extended delays, unless prior authorisation is received.<b=
r /><br />The previous advisories remain in place.<br /><br />NGOs seeking =
to move trucks into Kabul City over the next 72 hours should seek to use al=
ternative routes or postpone the movement, if possible.<br /><br />Where th=
e use of alternative routes or postponement is not practicable or would exp=
ose NGO staff to heightened risk, NGOs should seek to liaise with IEA offic=
ials on the provincial and district level prior to travel in order to get a=
n exemption, either in the form of a written letter or a verbal recording, =
and ensure drivers are briefed on the restrictions on the movement of truck=
s into Kabul City.<br /><br /><strong>As of 29 June, 0945 hrs: </strong>As =
of the time of writing, the planned assembly at the Loya Jirga tent has not=
 yet started, due to delayed arrivals of various participants. The event is=
 expected to be officially launched at an unclear time tomorrow, 30 June.<b=
r /><br />IEA forces have established additional checkpoints and closed dow=
n parts of Bagh-e Bala Road, Qargha Road, and Silo Road in the anticipated =
approximate locations that were highlighted in the map published with the o=
riginal Report. Pedestrians are reportedly still able to travel along the c=
losed down roads but may be subject to searches and briefly questioned by c=
heckpoint personnel.<br /><br />IEA forces have also reinforced their prese=
nce in the previously indicated residential areas with further patrols and =
temporary checkpoints.<br /><br />The previous advisories remain in place.<=
br /><br /><strong>As of 28 June, 1500 hrs:</strong> On 29 June, senior IEA=
 officials will hold a large-scale gathering at the Loya Jirga tent within =
the campus of the Kabul Polytechnic University. The meeting, which is state=
d to be a &ldquo;religious gathering&rdquo;, rather than a formal Loya Jirg=
a Assembly, is expected to feature between 2,000 and 3,000 individuals, inc=
luding IEA officials from various ministries, community elders from across =
the country, Ulema members from each district, as well as businesspeople.<b=
r /><br />The agenda, scope, and authority of the gathering still remains l=
argely unclear and IEA officials have not issued an official statement indi=
cating which topics would be discussed at the assembly, as of the time of w=
riting. Single source reporting suggests that the meeting will extend until=
 01 July, although this remains unconfirmed.<br /><br />In the run-up to th=
e event, the administration of the Kabul Polytechnical University, on whose=
 grounds the Loya Jirga tent is located, announced its closure until 03 Jul=
y, while telling students to temporarily vacate their dormitories, presumab=
ly to bolster security and create additional accommodation spaces for deleg=
ates attending the assembly.<br /><br />IEA officials have not communicated=
 any clear instructions or plans regarding their security concept for the c=
onference at the Loya Jirga, beyond confirming that unspecified road closur=
es will be implemented near the venue, possibly as early as the evening hou=
rs of 28 June. Based on historic precedent for similar events held under th=
e previous GOA, IEA forces are expected to erect roadblocks along parts of =
Qargha, Bagh-e Bala, and Silo Roads, blocking all access to civilian pedest=
rians and motorists. A map highlighting the anticipated extent of the road =
closures, based on security concepts implemented during similar high-level =
meetings at the Loya Jirga tent in the past, is attached to this Report.<br=
 /><br />In addition to the anticipated road closures, an intensified deplo=
yment of IEA forces is expected along multiple secondary roads and in resid=
ential areas surrounding the venue, including <a href=3D"https://goo.gl/map=
s/aj6Rk9x61urcpVpb7">Kart-e Parwan</a>, <a href=3D"https://goo.gl/maps/XGP5=
Tx5EShq5pekf9">Afshar</a>, <a href=3D"https://goo.gl/maps/VjUerbeHB6Dhp75TA=
">Khushal Khan</a>, and <a href=3D"https://goo.gl/maps/mWB16rHi1Jrhww849">Q=
alah Jawad</a>. While IEA officials have not issued an explicit order prohi=
biting residents from leaving their houses and normal travel is expected to=
 remain possible, residents may face questions from IEA members on patrol o=
r temporarily stationed in these areas regarding residents' reasons for lea=
ving their house during this time period.<br /><br />Furthermore, an increa=
se in VIP movements between the venue and key government installations, inc=
luding Arg Palace and ministries, is likely during the course of the assemb=
ly. This may also result in additional short-term traffic congestion in oth=
er parts of central Kabul.<br /><br />IEA officials have not disseminated a=
ny information regarding a potential public holiday for the occasion of the=
 meeting at the Loya Jirga, as was the case under the previous GOA during s=
imilar high-level assemblies.<br /><br />NGOs should plan for extended trav=
el times for movements through Kabul City over the next 72 hours.<br /><br =
/>NGOs are advised to inform staff members living in the broader vicinity o=
f the Loya Jirga area to be aware of the potentially curtailed freedom of m=
ovement for the duration of the conference.<br /><br />NGOs should further =
avoid attempting to move through the closed down roads in PD 5 and use alte=
rnative roads at an adequate distance away from the roadblocks, in order to=
 avoid any confrontations with IEA personnel and potential traffic congesti=
on.<br /><br />NGOs should ensure staff members and NGO vehicles carry all =
necessary identification and registration documents with them at all times,=
 including for short trips within Kabul City.<br /><br />As IEA officials m=
ay announce that one or multiple days of the conference will be public holi=
days, NGOs should closely monitor official communications regarding any con=
firmed announcements over the coming 24 hours. Planned meetings at governme=
nt offices set out over the coming 72 hours should be re-confirmed ahead of=
 time. Furthermore, NGOs should clearly communicate to staff members whethe=
r or not they will observe the public holiday(s), if they are officially an=
nounced.</div>								</div>
