 in Balkh Province issued a request on 27 June for NGOs to provide extended=
 staff lists containing sensitive information. In addition to the previousl=
y submitted data such as the name, phone number, and position, the list sho=
uld now include also the contract start and end date, monthly salary, and I=
D number. For foreign nationals, the list also requires a photo. The DOE di=
d not set any deadline for the submission of these staff lists.&nbsp;<br />=
<br /></div>
<div style=3D"text-align: justify;">The DOE in Balkh Province claimed the t=
emplate to be identical to the one distributed by the previous government, =
and the document bears the national emblem of the Islamic Republic of Afgha=
nistan. However, many NGOs confirmed never having seen this sheet before an=
d none were previously obliged to provide such sensitive information.</div>=

 the Northern Region since April in which the IEA submitted such a request =
to NGOs, and based on previous experiences it is unlikely that it will be f=
ully enforced, particularly if NGOs respond in a coordinated manner.<br /><=
br /></div>
<div style=3D"text-align: justify;">In Samangan, Faryab, and Jawzjan, the I=
EA recently made similar demands, but the NGOs&rsquo; refusal to provide su=
ch information resulted in a de facto annulment of all these requests. In S=
amangan, the provincial governor requested sensitive information about NGO =
staff on 19 April during the monthly coordination meeting, though after the=
 immediate pushback of the present NGOs who claimed that the request contra=
dicted the NGO law and humanitarian principles, the governor immediately ba=
cktracked and stated that the sensitive items should be filled on a volunta=
ry basis. In Faryab, the GDI distributed a letter with the same request dir=
ectly to NGOs on 24 April, only for it to be withdrawn one day later by the=
 DOE who reportedly also demanded from the GDI not to contact NGOs directly=
. Finally, in Jawzjan, the DOE issued the request at the behest of the GDI =
on 29 May, but most NGOs refused to submit the information, without this le=
ading to any consequences. These requests thus far created no operational c=
hallenges in any of the provinces in which they have been voiced. The above=
 indicates that while the IEA&mdash;and in particular the GDI&mdash;appears=
 to be intent on obtaining sensitive information about NGO staff across the=
 Northern Region, the efforts have thus far been uncoordinated and quickly =
reversed at the sight of NGOs&rsquo; rejection.<br /><br /></div>
<div style=3D"text-align: justify;">Many NGOs believe that the main risk st=
emming from submitting such information would be the potential harassment o=
f their staff off duty by IEA forces and their casual requests for financia=
l contributions. This concern is rooted in the frequently reported experien=
ces across the Northern Region in which IEA forces attempt to include their=
 members among NGO beneficiaries or employees, and overall appear to search=
 for ways in which their members can profit from NGOs&rsquo; presence. The =
expanded list would likely create more opportunities for IEA forces to inte=
rfere with the daily lives of NGO staff, as it would allow the IEA to locat=
e the employee and make arguments based on precise knowledge of their salar=
y. Considering that the GDI was often the source of these requests in the p=
rovinces in which the demands have been made, such risk is assessed as like=
ly.<br /><br /></div>
<div style=3D"text-align: justify;">The second, equally significant risk pr=
eoccupying NGOs operating in Balkh Province is that in case individual NGOs=
 submit sensitive information to the IEA, a new precedent on information-sh=
aring would be set. Such action, it is believed, would undermine the claim =
of those NGOs who refuse to provide sensitive information, arguing that the=
 request contradicts NGO law and humanitarian principles. &nbsp;&nbsp;</div=

 as well as to receive updates on the steps taken to reverse the request.<b=

t possible, submitting information about the staff identification and salar=
ies so as to minimise the risk of IEA forces approaching them informally.<b=

<div style=3D"text-align: justify;">NGOs should seek clarifications from th=
e IEA regarding the intended use of the sensitive information being shared,=
 and they should report any misuse to organisations coordinating the humani=
