AFGHANISTAN
EARTHQUAKE IN PAKTIKA AND KHOST PROVINCES
FLASH UPDATE No. 4 | 26 June 2022

HIGHLIGHTS

* Humanitarian response to areas affected by Wednesday=E2=80=99s 5.9 magni=
tude earthquake in the south-eastern region are ongoing.

* Latest findings from needs assessments reveal that at least 155 children=
 were killed and nearly 250 children were injured by the earthquake=2C wit=
h 86 per cent losing their lives in Giyan district (134)=2C Paktika provin=
ce alone. Additionally=2C 65 children have reportedly been orphaned or lef=
t unaccompanied as a result of the tremor.

* Findings from assessments further highlight that almost 1=2C900 homes ac=
ross Giyan (1=2C028) and Barmal (450) districts in Paktika province=2C and=
 Spera (416) district in Khost province have been destroyed. Many more are=
 estimated  to have  experienced extensive damage and are at-risk of colla=
pse. Shelter assessments to ascertain the full extent of damage are contin=
uing.

* Across Khost and Paktika provinces=2C seven schools have reportedly sust=
ained damage to boundary walls=2C windows=2C roofs and classrooms in Spera=
 (5) and Giyan districts (2). Combined these schools have 5=2C135 students=
=2E In Nangarhar province=2C the District Education Directorate Building in=
 Shergar village=2C Gani Khil district has also reportedly been partially=
 damaged=2C as has Shalgar high school in Dor Baba district.

* Previously reported gaps of 1=2C000 tents in Paktika province have been=
 met with the ES/NFI cluster pausing the shipping of additional stocks unt=
il more assessment data is available on needs and warehousing capacity in=
 affected areas. Since 25 June=2C WFP=2C IOM=2C UNHCR=2C DRC and IMC have=
 also been carrying out joint food=2C cash=2C shelter/NFI kit and hygiene=
 kit distributions at the same location in Giyan district=2C Paktika provi=
nce using beneficiary lists collected during joint needs assessments. The=
 distribution site was set up in less than 24 hours.

* Several logistical challenges remain=2C however=2C including limited com=
munications channels as a result of downed mobile networks in Paktika and=
 Khost provinces=2C and poor road conditions in Spera district=2C Khost pr=
ovince. On average=2C the road journey from Urgun district to Spera distri=
ct in Khost province takes at least five hours. The establishment of camp=
 sites for humanitarian actors across the three most-affected districts in=
 Paktika (Giyan and Barmal) and Khost (Spera) provinces is an immediate pr=
iority.

* The Inter-Cluster Coordination Team (ICCT) has finalized a three-month m=
ulti-sectoral emergency appeal=2C within the 2022 Humanitarian Response Pl=
an=2C to scale-up and expedite the response to almost 362=2C000 earthquake=
-affected people in Paktika and Khost provinces. The plan will be issued o=
n Monday=2C 27 June.

HUMANITARIAN NEEDS AND RESPONSE

Humanitarian partners are continuing to assist affected families in Paktik=
a and Khost provinces in coordination with the de-facto authorities=2C inc=
luding the Office for Disaster Management and Humanitarian Affairs (ANDMA)=
 and relevant line ministries. In addition to immediate assistance efforts=
 outlined in Flash Updates #1=2C #2=2C and #3=2C clusters have responded w=
ith the following interventions:

Emergency Shelter & NFIs

* Today=2C IOM distributed tents and NFIs to 500 households in Spera distr=
ict=2C Khost province with a further 500 tents and NFIs arriving in Barmal=
 district=2C Paktika province. An additional 900 tents and NFIs are en rou=
te from Zurmat district=2C Paktia province to Giyan (500) and Barmal (400)=
 districts in Paktika. In total=2C IOM has the capacity to support 2=2C200=
 earthquake-affected households with tents and NFIs this week.

* In Spera district=2C Khost province=2C UNHCR has assisted 100 households=
 with tents and NFIs. Also=2C in Spera district=2C the Afghan Red Crescent=
 Society (ARCS) distributed NFI and tents to 250 households=2C while CARE=
 is planning to cover 500 households with NFI packages.

* UNHCR will deliver another 500 tents and NFIs in Paktika province over t=
he coming days.

* Gaps: fuel for cooking.

Food Security & Agriculture

* Food assistance continues to be delivered across affected areas as outli=
ned in previous Flash Updates.

* Gaps: NSTR.

Health

* To date=2C WHO has provided 115 and 85 cartons of emergency medicine to=
 Paktika and Khost provinces=2C in addition to 20 inter-agency emergency h=
ealth kits to mobile health teams (MHTs).

* On 27 June=2C UNICEF will dispatch a further 10 acute watery diarrhea (A=
WD) kits to Paktika and Khost provinces=2C along with additional medicines=
 and tents for emergency medical care.

* In Paktika province=2C WHO=2C OHPM=2C HN-TPO=2C IRC and CARE have deploy=
ed 11 MHTs=2C while in Khost=2C OHPM=2C HNT-PO=2C CARE and IRC have deploy=
ed four MHTS. HN-TPO has further deployed 18 staff to Paktika province and=
 16 staff to Spera district=2C Khost province=2C including medical special=
ists.

* At Khost airport=2C a team of 19 health workers from Pakistan are provid=
ing health services for three days; 50 patients have been treated so far w=
ith three having been referred to Khost Regional Hospital.

* IMC has been responding since the early hours of 22 June in Giyan distri=
ct=2C Paktika province with the support of nine nurses=2C two doctors and=
 three ambulances. To date=2C IMC has treated around 450 injured people. I=
MC has also established a medical clinic for humanitarian partners in Giya=
n district=2C Paktika province.

* Gaps: support for secondary healthcare; mental health and psychosocial s=
upport; and psychotropic medicine.

WASH

* In Spera district=2C Khost province=2C UNICEF has delivered 60 hygiene k=
its containing over 1=2C150 soap bars to 60 households=2C along with one c=
arton of aquatabs and 100 leaflets.

* In Barmal district=2C Paktika province=2C DACAAR has started WASH interv=
entions for 259 households=2C including hygiene sessions=2C the constructi=
on of emergency bath and latrines=2C garbage collection and repair of dama=
ged water points.

* This week=2C DACAAR will deliver a further 1=2C460 hygiene kits to house=
holds across affected areas.

* Gaps: water treatment kits and assessment of damage to WASH infrastructu=
re.

Nutrition

* The nutrition response is ongoing as highlighted in previous Flash Updat=
es. Currently=2C all 106 sites for SAM (23) and MAM (83) treatment are fun=
ctioning: 17 mobile health and nutrition teams (MHNTs) have been deployed=
 and provisions are in place for children with SAM and medical complicatio=
ns to be referred to hospitals.

* Gaps: Additional resources are required to replenish stocks=2C especiall=
y the therapeutic supplementary feeding programme pipeline.

Protection

* UNICEF has set up four child-friendly spaces (CFSs) where registration a=
nd child protection services are being carried out. In Barmal district=2C=
 Paktika province=2C more than 400 children (both girls and boys) are bene=
fitting from child friendly services=2C while over 100 caregivers and chil=
dren have received psycho-social first aid services. Ten additional tents=
 were dispatched on 24 June to help set up additional CFSs.

* Across affected areas=2C eight UNCEF-supported social workers and two ps=
ycho-social counsellors are on the ground to provide mental health support=
 and implement child protection activities.

* On 24 June=2C UNICEF explosive risk ordnance education materials arrived=
 in Paktika province and have been distributed among implementing partners=
 and affected communities.

* Gaps: assessment of family separation.

Education

* Across Khost and Paktika provinces=2C seven schools have reportedly sust=
ained damage to boundary walls=2C windows=2C roofs and classrooms in Spera=
 (5) and Giyan districts (2). Also=2C in Paktika province=2C 50 madrasas u=
sed for school classes in Giyan (17) and Barmal (33) districts have also r=
eportedly been damaged.

*  In Nangarhar province=2C the District Education Directorate Building in=
 Shergar village=2C Gani Khil district is reportedly partially damaged=2C=
 as is Shalgar high school in Dor Baba district.

* Gaps: limited number of partners=2C especially in Paktika.

In addition=2C humanitarian relief is being provided to affected communiti=
es in the form of multipurpose cash assistance (MPCA). This includes ongoi=
ng MPCA distributions to 1=2C460 households in Giyan (1=2C028) and Barmal=
 (432) districts in Paktika province by DRC=2C and 1=2C150 households in K=
host (350) and Paktika (800) provinces by CARE. In Spera district=2C Khost=
 province=2C IRC has already provided cash assistance to 118 households=2C=
 while in Paktika province DRC has supported 777 households across Giyan (=
345) and Barmal (432) districts with cash support.

Under the ABADEI programme=2C UNDP has also mobilized US $2.8 million to r=
each at least 5=2C000 families with cash=2C WASH=2C shelter and health ser=
vices. Priority focus areas over the coming weeks include the reconstructi=
on of homes=2C hospitals and schools through cash for work programmes.

COORDINATION

On 26 June=2C OCHA and cluster coordinators attended a technical meeting w=
ith relevant line ministries including the Ministry of Refugees & Repatria=
tion (MoRR)=2C the Ministry of Public Health=2C the Ministry of Agricultur=
e=2C Irrigation and Livestock=2C the Ministry of Economy (MoEc)=2C the Min=
istry for Rural Rehabilitation and Development and ANDMA. At this meeting=
=2C the de- facto authorities informed that they will set up a joint Distr=
ict Committee across Paktika and Khost Provinces consisting of MoRR=2C MoE=
c and ANDMA through which humanitarian assistance efforts should be coordi=
nated.
