As you are in the picture that the NGO work in Economic ministry is =
under process, the decision will be formally shared about the General =
director and deputy director position soon. Based on internal =
coordination of NGO partners   and their agreements , Eng.Noar Agha is =
General Director, Sardar wali Takal is Deputy technical for general =
director and Dr.Faiq is Deputy admin finance for General director. In =
the absence of Eng.Noar Agha, both deputies are authorized in their =
related fields. If the above agreement is not acceptable for any =
partners, the NGO partners will announce their new decision after an =
urgent meeting soon.=20

To avoid from any interruption in operation issues, each deputy will =
work on their related fields, and they are fully authorized.

The decision about key positions in JACK NGO will be announced soon =
after partners final agreement.

I would like to appreciate your day and night hardworking for better =
implementation of the JACK programs.=20

As you are in the picture that our programs are expanding and we will =
enter into new fields in the upcoming days/months, thus, please observe =
below instructions for the sake of effectiveness and efficiency of your =
respected department performances:

=20

1.	All Human resource and admin issues, from basic to advance, are the =
responsibility of the mentioned department and no one is allowed to =
directly recruit or onboard or terminate any staff without observing the =
HR and Admin rules and policies. In case of any violations, the =
recruitment of the concerned staff shall not be recognized;=20
2.	All procurement processes from 0 to 100 fall under the authority of =
procurement department. Other department staffs including technical and =
operation are not allowed to interfere or engage in procurement affairs; =

3.	The Finance department is governed by Head of Finance, no one shall =
be allowed to interfere or engage in finance affairs, including =
technical and other operation departments;
4.	All the aforementioned departments, i.e. HR/Admin, Procurement and =
Finance, are obliged to update their filing system, keep a check list at =
the beginning of each file and only after completion of all the =
procedures they are allowed to put hard documents into the related =
files;
5.	HR/admin, procurement and finance departments are directly responsive =
to and subordinates of Admin and Finance Deputy for General Director;
6.	Admin and Finance Deputy Director is fully authorized in all affairs =
related to operation department and will present/provide regular reports =
to General Director on the relevant issues.
7.	All external communications with stakeholders and donors shall be =
done by Deputy Admin and Finance for General Director. Relevant issues =
will be sent to related departments for appropriate actions.

Finally, I once again reiterate that all mentioned department heads =
shall not cross the lines and shall not disturb the senior management.
