f member was robbed at gunpoint after leaving from a money exchange office =
in Jalalabad City, PD 3, Green Hut Hotel area. The IO staff member was not =
harmed during the incident, but a large amount of cash was stolen.</div>			=

								<div style=3D"text-align: justify;">Since the beginning of 2022, IN=
SO recorded 69 criminally authored incidents in Nangarhar Province. Of the =
these, approximately 51% (35 incidents) were thefts, robberies, and extorti=
ons of civilians by individual criminals and organized criminal groups (OCG=
s).<br /><br />The above incident highlights a heightened risk where crimin=
als and OCGs are targeting NGO and IO personnel. Three similar incidents we=
re recorded since 15 August 2021. On 25 April, four individuals robbed an N=
GO staff member while he was walking on the street, the criminals stole his=
 phone and an unknown amount of cash. On 02 March, OCG members tailed the v=
ehicle of an NGO staff member, subsequently rammed the vehicle, and robbed =
the staff member of a large amount of cash at gunpoint. Similarly, on 15 De=
cember 2021, OCG members followed an NGO staff member&rsquo;s private vehic=
le from an exchange office and robbed him at gunpoint.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">Such incidents indicate that the armed =
robberies were most likely pre-mediated and suggest that the exchange offic=
es are being surveilled by criminals. In support of this, currently there a=
re no other means of exchanging or transacting large amounts of cash due to=
 the banking crisis. This forces most NGOs and IOs, as well as their staff,=
 to use exchange offices for their transactions. In addition to this, IEA m=
embers have been conducting closures of exchange offices in the city. These=
 two factors, create an environment where NGOs have a limited choice of exc=
hange offices in terms of locations in the city. This in turn, can allow cr=
iminal elements to surveil specific exchange offices with more ease, and co=
ncentrate their efforts on specific locations.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">It is established that OCG and opportun=
istic criminals frequently surveil their targets to determine a pattern in =
a victim&rsquo;s daily life. Such surveillance can be conducted at a known =
NGO or IO office location, by choosing a potential victim and establishing =
a life pattern. Other ways to conduct such surveillance would be by coercin=
g money exchangers to provide information on specific persons.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">As mentioned in a previous INSO Report =
(AFGHANISTAN/EAST/R/06062022/#001) NGO staff are perceived as wealthy compa=
red to the majority of the community, given that they remain among the few =
categories of people to have a steady income since the IEA takeover. This m=
akes NGO staff an appealing target for OCG and opportunistic criminals. The=
refore, it is highly likely that such incidents will continue to occur in t=
he foreseeable future, despite the fact that IEA forces have been conductin=
g widespread anti-OCG operations in Jalalabad and surrounding districts sin=
ce April.</div>								</div>

n staff on counter-surveillance measures, monitoring for indications of sta=
ff being followed and suspicious persons monitoring compounds. More importa=
ntly, NGO safety managers should remind staff to vary the locations from wh=
ich they receive salaries if possible.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">During armed robberies, NGO staff shoul=
d cooperate, within reason, not resist, and hand over any demanded items. A=
s a general practice NGOs should avoid carrying large sums of cash or expen=
sive items or equipment openly. If necessary, NGOs should conceal cash and =
equipment.</div>

cidents affecting their organisation or staff with INSO and discuss risks d=
uring roundtables, in order to identify and share best safety practices for=
