 Mihterlam City, Bagh-e Saraj area, an NGO suspended activities due to IEA =
interference in the recruitment process. IEA authorities threatened to susp=
end all program activities in the province if the NGO did not employ multip=
le candidates selected by the IEA for open positions. In addition to this, =
IEA authorities also requested that the NGO should target specific benefici=
aries for the program. In response, the NGO suspended programming until the=
 issue could be resolved.</div>								</div>

EA members attempting to intervene in NGO recruitment in the Eastern Region=
. While such incidents are infrequent, their impact on NGO programming and =
activities can be significant. The three recorded incidents show a lack of =
understanding of humanitarian principles on the part of IEA members, and an=
 interest in pressuring NGOs to adjust programming and activities in line w=
ith IEA members' requests.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">The incident on 02 June is the most ser=
ious case of interference recorded in the Eastern Region in 2022. INSO reco=
rds show IEA members have tried to intervene in NGO recruitment on two prev=
ious occasions, both of which took place in Jalalabad City. On 17 and 18 Ma=
y NGO staff received calls from IEA members to request specific candidates =
be hired for open vacancies. On both occasions the NGO declined the request=
 and there was no impact on programme activities.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;">The incident on 02 June, therefore repr=
esents an escalation of IEA district authorities interference, after the pr=
evious cases were resolved quickly and easily at the local level. This may =
indicate that more sustained efforts to intervene in recruitment and activi=
ties are likely in the coming months. If the incident cannot be successfull=
y resolved via mediation, it may also create risks for other NGOs seeking t=
o implement projects in the area, if the authorities escalate the suspensio=
n of activities to apply to other NGOs as well.</div>

<div style=3D"text-align: justify;">Finally, it is highly likely that the t=
rue number of such incidents is higher than the number recorded by INSO. Th=
is issue may go underreported due to its sensitivity and the possible reper=
cussions of sharing such information amid fears that discussing IEA interve=
ntion in NGO activities may lead to access problems and suspension of activ=
ities for NGOs.</div>								</div>

dvised to maintain good relationship with local actors, community leaders a=
nd security forces, in addition to the necessary approvals from the relevan=
t departments of the provincial level doubled by additional coordination wi=
th district level authorities.</div>

<div style=3D"text-align: justify;">NGOs are advised to reiterate and advoc=
ate the importance of the humanitarian principles when authorities have suc=
h requests, maintaining the criticality of the principle of neutrality and =
operational independence. NGOs should also be prepared to explain the impor=
tance of open and transparent recruitment processes if approached.</div>
