I am thankful for the detailed explanatory email related to last tranche =
disbursement of BPHS project funded by UNICEF. It is well understood. To =
bring into your kind notice, I already uploaded the May 2022 financial =
reports to UNICEF shared folder and the advance face is also submitted =
to Ms. Yaqoobi for her further process to release the final tranche.=20

=20

David, we made internal four months financial analysis with comparison =
to total approved budget of BPHS project in Kabul, Kunduz and Parwan =
provinces. After analysis we noticed that the Procurement and provision =
of medicines, supplies, and equipment budget lines have been overspent =
in all three provinces due to our recent procurements of medicine, =
medical supplies and lab regents to fulfill the need for additional =
medicines of health facilities. The extra medicines are procured due to =
high dependency on governmental hospitals since August 15 where the OPD =
and IPD patients numbers dramatically increased in all health facilities =
throughout the country which ultimately increased the usage of the =
medicines. At other side the medicine prices also increased due to high =
inflation in the market. Most of the health facilities were damaged and =
nonfunctional due decades war and were needed major renovation, =
therefore JACK contracted for health facilities renovations while the =
work is under progress. The buildings are painted with quality =
materials. The washrooms, doors and windows are repaired to make the =
facilities functional for health workers and general public to deliver =
quality health services in sound work environment. Therefore the below =
reallocation of budget between budgeted lines are requested in each =
province that we could utilize the fund with efficiency and =
effectiveness to enhance the quality health services in our functional =
provinces.=20

=20

In Kabul the budget line Procurement and provision of medicines, =
supplies, and equipment has been overspent around 26% therefore amount =
55,000 USD is needed to be transferred from budget line Provision of =
health facility operational needs and 5,000 USD from budget line Health =
worker trainings / capacity building to budget line Procurement and =
provision of medicines, supplies, and equipment to reallocate the total =
amount 60,000 USD to purchase medicines, medical supplies and lab =
regents at Kabul province under BPHS project to relax the overspending.=20

=20

In Kunduz the budget line Procurement and provision of medicines, =
supplies, and equipment has been overspent around 10% and in Parwan the =
same line is overspent around 5% which is allowable as per the mutual =
signed agreement. However it is requested to approve the overspent =
amount in medicines, medical supplies and lab regents. The budget line =
Provision of health facility operational needs in both provinces Kunduz =
and Parwan are underspent by end of May due to renovation work progress. =
Therefore The extra budget amount in different activities under budget =
line Provision of health facility operational needs will also be used =
for renovation purposes to settle the renovation payments at June.=20

Therefore we are kindly requesting you to approve the above mentioned =
reallocation amount in Kabul province and also approve the utilization =
of the remaining extra amounts under different budget activities of =
budget line Provision of health facility operational needs for =
renovation of the Health Facilities in both Kunduz and Parwan provinces =
to avoid any future potential risk.=20

Firstly, I am writing to thank you for your continued partnership over =
many months that UNICEF has partnered with your esteemed organisations =
in delivery of critical lifesaving health services in the country. Your =
efforts are very much appreciated!

=20

As we enter the last month of the  current five(5) month BPHS service =
delivery project, we are releasing the final tranche per the agreed =
2+2+1 months disbursement pattern.

=20

We will however not be able to disburse this should there be any =
unreported/unliquidated tranches from prior months for the respective =
SPs. I am kindly therefore asking your offices to fasttrack reporting of =
prior tranches as release of this June tranche is dependent on that.

=20

Our colleague Nila will be reaching out to individual SPs on prior =
months reporting and June disbursements.

=20

Separately, at the moment, our review indicates that SPs have sizeable =
funds yet to be reported and therefore we are led to believe that there =
will be sizeable savings from the overall project budget at the end of =
the June. Per SPs monthly financial reports in our possession, we have =
noted a lower monthly burn rate and I therefore expect a 10% budgetary =
savings per SP in the current phase that can be rolled over into any =
post-June activities=20

Your prudence in realizing these savings and assistance with orderly =
closeout of this five month phase is immensely appreciated.

am writing to thank you for your continued partnership over many months =
that UNICEF has partnered with your esteemed organisations in delivery =
of critical lifesaving health services in the country. Your efforts are =
very much appreciated!<o:p></o:p><o:p>&nbsp;</o:p>As we enter =
the last month of the &nbsp;current five(5) month BPHS service delivery =
project, we are releasing the final tranche per the agreed 2+2+1 months =
disbursement pattern.<o:p></o:p><o:p>&nbsp;</o:p>We will =
however not be able to disburse this should there be any =
unreported/unliquidated tranches from prior months for the respective =
SPs. I am kindly therefore asking your offices to fasttrack reporting of =
prior tranches as release of this June tranche is dependent on =
that.<o:p></o:p><o:p>&nbsp;</o:p>Our colleague Nila will be reaching out to individual =
SPs on prior months reporting and June disbursements.<o:p></o:p><o:p>&nbsp;</o:p>Separately, =
at the moment, our review indicates that SPs have sizeable funds yet to =
be reported and therefore we are led to believe that there will be =
sizeable savings from the overall project budget at the end of the June. =
Per SPs monthly financial reports in our possession, we have noted a =
lower monthly burn rate and I therefore expect a 10% budgetary =
savings per SP in the current phase that can be rolled over into any =
post-June activities <o:p></o:p><o:p>&nbsp;</o:p>Your =
prudence in realizing these savings and assistance with orderly closeout =
of this five month phase is immensely appreciated.<o:p></o:p><o:p>&nbsp;</o:p>You may =
