<p style=3D"text-align: justify;">On 13 June, a private financial service p=
rovider delivered requested funds from a financial institution in the Saray=
 Shazada market of PD 1 to an NGO in the title area.<br /><br />After leavi=
ng a shared taxi outside the NGO compound, two assailants riding a motorcyc=
le approached the individual while he was crossing the road, and forcibly t=
ook the bag containing the NGO funds before escaping from the scene. The in=
dividual remained unhurt during the incident.</p>

<p>Based on the precision with which the assailants were able to accost the=
 victim and steal the cash delivery, it is assessed as highly likely that t=
hey had trailed their target from PD 1 to the title area, possibly assuming=
 a larger money transfer was underway. As one of the main money exchange ve=
nues of the city, Saray Shazada is likely popular with OCG members as well =
as opportunistic criminals, who can easily monitor individuals entering and=
 leaving the premises. Due to the high density of commercial properties and=
 taxi stands near the market itself, criminals are unlikely to attract heig=
htened attention while waiting for an opportune target in the vicinity.<br =
/><br />In order to identify potentially profitable targets, criminals can =
look out for large bags or other particularly conspicuous containers which =
individuals leaving the market may carry, in case larger sums of cash are w=
ithdrawn. However, assailants may also focus on other visual indicators sug=
gesting wealth, such as expensive watches or other accessories, following a=
n established pattern for more opportunistic street muggings. Individuals t=
ravelling on their own are furthermore generally seen as more attractive vi=
ctims due to the reduced likelihood of attempted resistance.<br /><br />Whi=
le the incident appears to have been a premeditated act, it is assessed as =
unlikely that the assailants specifically targeted the transfer due to its =
connection to an NGO. The assailants most likely identified the victim, sta=
ted to be based within Saray Shazada, as a potentially valuable target whil=
e he was conducting his business at the marketplace, without having further=
 information about the intended recipient of the funds. This assessment is =
further supported by the fact that the transfer was not part of a regularly=
 scheduled, routine movement that assailants may have been able to observe =
over a longer period of time and eventually predict.<br /><br />Several asp=
ects of the modus operandi of the robbery itself indicate high levels of co=
nfidence and intent on the part of the assailants, suggesting that they may=
 be part of a more experienced OCG specialising in similar roadside robberi=
es. Firstly, the criminals directly targeted the bag containing the money, =
without resorting to threats or struggling with the victim, and immediately=
 escaped from the scene. At the same time, it is noted that although report=
s suggest the individuals were not visibly armed, it is highly likely that =
at least one of the assailants was armed with a melee weapon or firearm at =
the time of the incident, given their widespread availability within the ci=
ty.<br /><br />Secondly, the robbery took place during a time that would ha=
ve seen elevated traffic volumes along the main road where the assailants a=
ccosted their victim, thereby greatly increasing the likelihood of passing =
motorists witnessing and reporting on the incident, or potentially interven=
ing. Similarly, IEA forces on patrol as well as stationary traffic police o=
fficers occasionally posted at an intersection close to the scene of the ro=
bbery would have been significantly more likely to intercept the assailants=
 around 1100 hrs than at an earlier or later time.</p>

<p>NGO staff should seek to avoid recurring road movements along establishe=
d routes and vary their regular road movements in terms of routes taken and=
 timings. Wherever feasible, movements should be conducted using NGO-owned =
or rented vehicles with experienced, vetted drivers.<br /><br />NGO safety =
focal points should reiterate to staff members to cooperate with criminals =
if confronted even if they are not visibly armed, within reason, in order t=
o minimise the likelihood of an escalation of violence.<br /><br />While NG=
Os are reminded that sharing INSO materials with third parties, including a=
ll types of contractors, violates the Code of Conduct and can be grounds fo=
r delisting, NGOs should seek to discuss mitigation strategies against comm=
on risks, such as criminality, with key service providers, to limit the pot=
ential for disruptions to internal operations as a result of security-relat=
ed incidents impacting external contractors.</p>
