First of all I am very thankful for providing me the opportunity to =
participate in Training regarding Face and Financial Reports of UNICEF =
in UNOCA compound on behalf of JACK, it was very useful training.

I would like to report you regarding below important matters discuss in =
the training workshop.

=20

*       As you know that we are working with the DONORS who are having =
cash based financial system. We do report them accordingly except taxes, =
as we deduct taxes from employees and suppliers and report to the Donors =
as Payables. We are still pending tax payments from the month of =
Jan-2022 and if the spot check/audit find out this issue, they will =
straight forward mark these as ineligible expenses and JACK will have to =
refund that amount to UNICEF. All the taxes should be cleared by end of =
June 15. Rafi Saddique will work on it. If there is any assistance or =
any support required please let me know.=20

*       Similarly, the Donor strictly instructed us to clear the =
Advance/installment in those specific months within budgeted line of =
activities. As per their instructions we have to do procurements only =
for specific budgeted lines, for example if the amount is taken for two =
month of medicines, JACK should purchase only two months medicines and =
so on. Because they accept up to 10% variations within budgeted =
activities for given installment. As per the procurement principles, we =
cannot split the budget into many parts therefore all the procurements =
shall be done as per the procedures. Hence we can work to modify the =
billing criteria and its settlement. Onward, the bills shall be issued =
and paid based on monthly consumption and the deliveries need to be =
designed accordingly in consideration of UNICEF reporting requirements. =
I will also discuss this issue with UNICEF colleagues and will share our =
concerns in this matter. Hopefully we can find a better solution and =
will share with you once it is done. Meanwhile, the procurement =
department (Quraishi sahib) shall note this point for all his future =

suppliers during the period as it will be an audit point. It is well =
understandable and we will try at utmost level to apply best procurement =
guidelines in compliance with JACK and other stakeholder applied =
policies to avoid any future potential risk. Hence after, The =
procurement plan shall be designed in advance for each of the approved =
project and it will be seriously applied in all procurement =
