 two GDI members came to an IO compound in Firoz Koh City. They were let in=
to the compound without their weapons. They demanded to see the passports o=
f all expatriate staff working for the IO, in order to verify their identit=
ies and their total number.<br /><br /></div>
<div style=3D"text-align: justify;">The IO members asked to see an official=
 letter explaining this request, which the GDI members were unable to produ=
ce. Guards of the IO then proceeded to escort the GDI members back to the G=
DI office in Firoz Koh City.<br /><br /></div>
<div style=3D"text-align: justify;">The head of GDI for Ghor Province confi=
rmed that he had given orders to the two GDI members who requested informat=
ion from the IO. He then announced that GDI members will be sent to all NGO=
 offices in Ghor Province with requests for information about expatriate NG=
O workers. He mentioned that the GDI members will specifically request to s=
ee expatriate staff members&rsquo; passports, visas and NGO identity cards.=
 He did not mention work permits, nor any time frame for these future visit=
s, nor justified the purpose of this information collection initiative.</di=

ned that the GDI members were following his orders, the exact level of IEA =
administration at which the initiative was decided remains unclear. GDI mad=
e similar requests for information from NGOs in March in Herat Province, an=
d in late May and early June in Farah Province, suggesting that the initiat=
ive might have been decided at the national level.<br /><br /></div>
<div style=3D"text-align: justify;">As of the time of writing, no other NGO=
 in Ghor Province has been presented with the same request. It is likely, h=
owever, that this will be the case in the short to medium term in all PDs o=
f Firoz Koh City. Units of the former GOA intelligence department, NDS, use=
d to address identical demands to NGOs prior to the IEA takeover, yet these=
 demands were presented together with official letters explaining the reque=
st. Anecdotal reports suggest that, under the GOA, NGOs only partly satisfi=
ed the NDS demands for details on NGO staff, by providing NDS with the tota=
l number of workers employed, as well as the contact details of their head =
of office and security manager. As per INSO records, such replies to NDS de=
mands did not elicit threats or sanctions.<br /><br /></div>
<div style=3D"text-align: justify;">As per NGO law, NGOs are under no oblig=
ation to provide GDI with details on their staff. Article 46 of the Law on =
Non-Governmental Organizations stipulates that security bodies can acquire =
information concerning the activities of organizations only through the Min=
istry of Economy. However, it must be remembered that the NGO law, while of=
ficially announced still valid, is not implemented or adhered to in all pro=
vinces, and some IEA officials might ignore it or not be familiar with it.<=

uld always be polite, respectful, and cooperative. Should the GDI members a=
ddress the request for information on NGO staff as detailed above, NGOs are=
 advised to provide GDI with the total number of NGO staff and the contact =
details of the most senior NGO staff members, such as the head of office an=
d the security coordinator. If GDI requests information that the NGO consid=
ers sensitive, such as personal information about staff members, NGOs are a=
dvised to refer to the Department of Economy and not provide information di=
rectly to GDI.<br /><br /></div>
<div style=3D"text-align: justify;">In addition, safety managers are advise=
d to remind GDI of Article 46 of NGO law and politely redirect the GDI memb=
ers to the Ministry of Economy, which has the relevant information about NG=
Os at its disposal. At the same time, it is recommended to keep in mind tha=
t referring to the law might not necessarily unblock a situation and, in pa=
rticularly tense contexts, might contribute to escalating the situation. Sa=
fety managers are therefore advised to refer to Article 46 after cautious e=
valuation of the possible reaction of their IEA interlocutors.<br /><br /><=
/div>
<div style=3D"text-align: justify;">Any incidents of hostility towards NGO =
staff members should be addressed with relevant national level IEA authorit=
ies, and through bodies mandated to engage on advocacy, such as OCHA and AC=
BAR, while also informing INSO.</div>								</div>
