 a clinic run by an NGO was robbed. Six unidentified individuals armed with=
 small arms threatened the guards of the clinic and entered the clinic&rsqu=
o;s premises via the main entrance gate which was left open. The perpetrato=
rs were masked, wearing plain clothes, and were on foot.<br /><br /></div>
<div style=3D"text-align: justify;">Once inside the clinic&rsquo;s main bui=
lding, the robbers threatened a midwife and a nurse with a handgun and forc=
ed them to hand over their salaries as well as phones, tablets, and compute=
rs. The victims obeyed, after which the robbers left the area without causi=
ng any casualties.<br /><br /></div>

oning on the clinic&rsquo;s premises when the robbery occurred due to power=

prepared the robbery in advance using surveillance. Earlier on 01 May, the =
clinic&rsquo;s staff had received their salaries in cash, suggesting that t=
he robbery was timed to maximise the benefit of the perpetrators. In additi=
on, the robbers had highly likely noticed prior to conducting the robbery t=
hat the clinic&rsquo;s gates were permanently left open, allowing patients =
and staff to enter and leave the building. The assailants thus likely obser=
ved the clinic over an extended period of time and identified an exploitabl=
e vulnerability in their routine.<br /><br /></div>
<div style=3D"text-align: justify;">However, the fact that the assailants d=
id not attempt to conduct a more high-impact crime with a higher potential =
financial reward such as a kidnapping for ransom likely testified to the li=
mited capacity of the criminals. The criminals are likely to have deliberat=
ely chosen the NGO-run clinic for an armed robbery due to the lack of effec=
tive security measures and the perceived affluence of individuals working f=
or an NGO.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs remain an attractive target for ro=
bbers. This incident is the third robbery targeting NGO staff or aid benefi=
ciaries who were handling cash in 2022. On 14 March, an individual robbed t=
he beneficiary of an NGO cash distribution in PD 2 of Mazar-e Sharif City. =
Prior to that, on 23 January, four armed individuals robbed an off-duty NGO=
 staff member in Dehdadi District of Balkh Province after he received his s=
alary earlier the same day. These incidents suggest that criminals perceive=
 NGOs and NGO staff members as wealthy, with accessible cash, and they appe=
ar intent on exploiting potential vulnerabilities in security measures and =
protocols. As a result, the success of these robberies risks motivating per=
petrators to conduct more such incidents in the short and medium term.</div=

andard security protocols governing access to their premises. While keeping=
 a low public profile, NGOs should seek to establish, or adequately maintai=
n, outward observation capabilities in the form of peepholes in entrance ga=
tes, elevated observation posts, or a CCTV system covering all access point=
s into their compounds.<br /><br /></div>
<div style=3D"text-align: justify;">If confronted by armed or unarmed crimi=
nals, NGO staff members should comply with issued demands, within reason, i=
n order to minimise the likelihood of casualties.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are advised to prioritize bank tra=
nsfers for salary payments whenever possible. When a payment in cash is ine=
vitable, NGO staff should be briefed on the crime trends in their areas and=
 advised to deposit the cash in a safe place immediately without making any=
 regular stops or taking usual routes. NGOs should also consider training t=
heir staff in basic countersurveillance measures to mitigate the risk of ta=
rgeted robberies.<br /><br /></div>
<div style=3D"text-align: justify;">It is also advisable that NGOs consider=
 expanding the range of days in which the employees should expect their sal=
ary to be paid. Announcing the date and time of the payday in advance shoul=
d also be avoided, to the extent possible.</div>								</div>
