In response to an increase in OAG activity in southwestern Dara District, I=
EA forces have established additional checkpoints along routes leading into=
 Dara District. In the title area, IEA forces have reportedly closed down a=
ll road access in both directions.<br /><br />No similar limitations have b=
een reported along the southern route into Dara District from Nejrab Distri=
ct in Kapisa Province, with IEA forces maintaining their previous checkpoin=
ts near the border of the provinces. However, road conditions on this route=
 remain highly deteriorated and as a result, the Dara-Nejrab route generall=
y sees very low volumes of traffic.<br /><br />Access along the main Charik=
ar-Bazarak Highway remains open as of the time of writing. Controls at VCPs=
 along the highway are reported to have slightly increased in thoroughness =
over the past three days, with checkpoint personnel more frequently checkin=
g travellers&rsquo; documents as well as the inside of the vehicle cabin. N=
o arrests, incidents of harassment, or access restrictions targeting NGO pe=
rsonnel or other motorists have been recorded along the Charikar-Bazarak Hi=
ghway.<br /><br />NGOs are strongly advised to review any existing movement=
 plans into Dara District. In case of essential road movements into Dara Di=
strict, NGOs should closely coordinate with IEA officials on the provincial=
, district, and local level to ensure movements are authorised, including t=
hose which had previously been approved by the authorities.<br /><br />Wher=
e possible, road movements should be conducted by individuals who have rece=
ntly travelled along the route and are familiar with established IEA checkp=
oints. Drivers familiar with the route should take note of visible indicato=
rs of a heightened security posture (new temporary checkpoints, additional =
patrols, intensified controls etc.), reduce vehicle speed, and anticipate i=
ncreased scrutiny from IEA forces at checkpoints in the area.<br /><br />Mo=
vements to and from vehicle and pedestrian checkpoints should always be con=
ducted in a slow, controlled manner in order to avoid raising suspicions am=
ong IEA members manning the checkpoint. Drivers should be aware that stoppi=
ng orders may not be sufficiently visible and when in doubt, should further=
 slow down the vehicle and possibly seek verbal clarification from checkpoi=
nt personnel, if safe to do so. Drivers should be reminded that IEA members=
 manning checkpoints may not wear uniforms or other clear insignia and shou=
ld pay close attention to men, visibly armed or not, standing by the roadsi=
de who appear to scrutinise and direct traffic.<br /><br />NGOs should ensu=
re all relevant documents, such as personal identification cards, permissio=
n letters, and other supporting documents are available in all vehicles and=
 staff members are able to clearly communicate the origin, destination, and=
 purpose of the journey to checkpoint personnel.</p>
