<p style=3D"text-align: justify;">Individuals claiming to be members of the=
 General Directorate for Intelligence (GDI) are visiting NGO compounds with=
in Kabul City, demanding access to NGO compounds and that NGOs fill in a fo=
rm collecting various detailed personal information about staff members, su=
ch as names, addresses, and contact details. These incidents have thus far =
been only reported in PD 10, with the individuals specifically claiming to =
be attached to the national NGO Directorate of the GDI.<br /><br />Official=
s from three key GDI departments on multiple levels all denied any knowledg=
e of the individuals and their alleged mission to collect updated informati=
on on NGO staff members. As of the time of writing, the exact affiliation a=
nd intention of the individuals, who are reportedly driving in a sedan-type=
 vehicle, remain unclear.</p>

<p style=3D"text-align: justify;">The prevalent lack of coordination and ef=
fective communication within the security apparatus remains a significant h=
inderance when attempting to establish the affiliation of individuals claim=
ing to represent the IEA. As such, despite the inability of other GDI offic=
ials to confirm their identity, it is possible that the individuals who hav=
e called on NGOs in PD 10 are indeed GDI members, who may be attached to a =
different PD, a newly-appointed unit still unfamiliar to other senior GDI o=
fficials, or a newly-appointed commander. Alternatively, the individuals ma=
y also be members of other branches of the IEA who miscommunicated, inadver=
tently or deliberately, that they are affiliated with the GDI.<br /><br />W=
hile it is stressed that at the current time there is no definite indicatio=
n of malintent, the possibility must be considered that the individuals pos=
ed as IEA members in order to obtain information on NGO staff members to fa=
cilitate unknown crimes due to their perceived wealth, such as kidnappings =
for ransom. The inclusion of personal information of NGO staff members in p=
articular poses a concern in this regard. Given the openly visible characte=
r of the approach, with visits conducted during daylight hours in a densely=
-populated area of Kabul City, the involvement of an OAG seeking to prepare=
 an attack on NGO staff or compounds is currently assessed as highly unlike=
ly.<br /><br />The reports serve to illustrate the risk posed by the curren=
t uncertainty for NGOs and the general population with regards to the ident=
ification of IEA members. OCG members have repeatedly taken advantage of th=
is uncertainty to target individuals and compounds, including NGOs (see als=
o AFGHANISTAN/CENTRAL/R/20092021/#001). In addition to the generally poor c=
oordination between different units, branches, and commanders, the continue=
d lack of clear uniforms and insignia for GDI members in particular further=
 increases this uncertainty.</p>

<p style=3D"text-align: justify;">NGOs are advised to seek to verify the id=
entity of individuals claiming to be IEA members seeking entry to their com=
pounds through contacts to senior IEA security officials for their respecti=
ve area, informing them of the arrival of armed individuals demanding entra=
nce to their compound and requesting further immediate assistance. Senior N=
GO personnel should always be informed in case of the arrival of unknown in=
dividuals demanding access to NGO premises. Staff should be instructed to r=
emain especially suspicious if a visit is conducted at unusual times, such =
as significantly outside of regular office hours.<br /><br />To this end, N=
GOs are advised to share contact information for local IEA security officia=
ls as well as authorities responsible for NGO affairs with staff members an=
d post the relevant numbers in NGO locations, given that this information i=
s available. NGOs are advised to establish specific lines of communication =
to be used in the event of such incidents.<br /><br />If the identity of th=
e individuals can not be independently verified through established, reliab=
le points of contact within the security forces, entry into the compound sh=
ould be denied. If denying access to the compound would pose a direct, imme=
diate risk to the personal safety of NGO staff members, access should nonet=
heless be granted and the instructions of the individuals should be followe=
d in order to preserve life.<br /><br />NGOs should inform any confirmed IE=
A representatives of the independent and neutral nature of the organisation=
 and established links to relevant line ministries and security officials. =
NGO staff are further advised to comply with the directives of confirmed IE=
A members while maintaining their personal safety.<br /><br />NGOs are stro=
ngly requested to share any unannounced visit from IEA members, or individu=
als claiming to be IEA members, to INSO and other relevant coordinating bod=
ies, to ensure full visibility on related incidents among the broader NGO c=
ommunity.<br /><br />INSO remains stood by to provide support to NGOs in de=
confliction efforts and establishing contacts with relevant IEA authorities=
, if required.</p>
